Basho Village was originally an administrative village under the jurisdiction of Maoba Town, Icheon City, and is now merged with several surrounding villages to form Tianba Village. Basho Village has developed the tea industry for many years, but most of them are old tea gardens, and the tea production and quality are not high, and they cannot sell at a low price.

Yang Fan said: "The old tea garden must pass some technical transformation, we use the advantages of the Agricultural Bureau, the first is to win 300,000 yuan of industrial development funds, the second is to use the expert advantages of our Agricultural Bureau to guide the people to manage the tea garden." The quality of the tea has improved, and Yang Fan has helped the tea factory in the village to do green food certification.

Basho Village is located in the core area of Xingdoushan Nature Reserve, in order to protect the local forestry resources, considering the energy advantages of Lichuan natural gas and the wishes of many villagers, Yang Fan began to promote the construction of natural gas projects in the village, laying more than 6,000 meters of pipelines. Today, many villagers use natural gas in their homes. During his stay in the village, Yang Fan walked through 367 households in the village, and the more than 2,000 mu of tea gardens in the village grew well, bringing more abundant income to the villagers, and some of the original narrow village-level roads were also widened, and the appearance of the village has been greatly improved.

After ending his work in the village in May 2020, Yang Fan was appointed as the head of the aquatic work special class, leading the work of banning fishing and retiring fishing in the key waters of the Yangtze River Basin in Enshi Prefecture, facing new fields, Yang Fan braved difficulties to learn from scratch and continue to serve the cause of "three rural areas". Yang Fan said: "As a communist party member, I must obey the arrangements of the party organization, no matter in any post, I should overcome difficulties and forge ahead, give play to the vanguard and exemplary role of party members, and contribute my strength to the cause of 'three rural areas' in our state." ”
