Born in July 1976, Zhang Yang was only promoted to deputy director of the Beijing Municipal Education Commission for more than a year when he voluntarily surrendered.
Yang Zhang is a postdoctoral fellow who studied management science and engineering at the Chinese Academy of Sciences and received a doctorate degree in management, and did postdoctoral research in applied economics at the Institute of Finance of the Chinese Bank.
According to the public resume, Zhang Yang joined the work in July 1999, briefly served as a teacher at Beijing No. 12 Middle School, and then successively served in the Fengtai District Education Commission, the Fengtai District Government Office and other units, and served as the deputy director of the Fengtai District Government Office, the director of the Fengtai District Xincun Street Office, etc. Since September 2013, he has successively served as a member of the Party Group and Director of the Office of the Fengtai District Government, deputy secretary of the Education Working Committee of the Fengtai District Committee, and director of the Fengtai District Education Committee.

The Beijing Municipal Commission for Discipline Inspection and Supervision reported on November 1 that with the approval of the Beijing Municipal Party Committee, the Beijing Municipal Commission for Discipline Inspection and Supervision conducted a case review and investigation of Zhang Yang's serious violations of discipline and law.
In sharp contrast to Zhang Yang's voluntary surrender, the conclusion of the review investigation pointed out that Zhang Yang colluded with others to form an offensive and defensive alliance to resist the organizational review.
Zhang Yang also violated the spirit of the eight regulations of the central government, pointing out that he "accepted gifts that may affect the fair performance of official duties."

From the 9th to the 14th of last month (October), the Beijing Municipal Commission for Discipline Inspection and Supervision successively announced that five bureau-level leading cadres had been "double-dismissed" (expelled from the party and dismissed from public office).
The five people are: Dong Guijiao, former deputy district governor of Changping District, Li Jianping, second-level inspector and former director of the Cadre Department of the Beijing Higher People's Court, and three senior executives of state-owned enterprises: Gao Zhenkun, former general manager of Beijing Tongrentang (Group) Company, Hou Zibo, former party secretary and chairman of Beijing Xianglong Asset Management Co., Ltd., and Yang Xuefeng, former deputy general manager of Beijing Yizhuang Holding Company.

On October 9 this year, on the eve of the city's warning education conference, the Beijing Municipal Commission for Discipline Inspection and Supervision announced the conclusions of the examination and investigation of Hou Zibo: Using his power to seek benefits for his relatives, relying on enterprises to eat enterprises, engaging in power and money transactions, illegally accepting huge amounts of money, and engaging in money transactions... Hou Zibo was expelled from the party and dismissed from public office, and his suspected crimes were transferred to the procuratorial organs for examination and prosecution in accordance with law.
The increase in the number of voluntarily surrendered by officials suspected of violating the law and committing crimes has formed a trend throughout the country.
