The first plenary session of the 40th session of the Standing Committee of the 14th Municipal People's Congress was held

On October 28, the first plenary session of the 40th session of the Standing Committee of the 14th Municipal People's Congress was held.

Yang Zhengxiao, director of the Standing Committee of the Municipal People's Congress, presided over the meeting. Chang Min, Qi Yonghong, Ma Fenglun and Bi Huizhi, deputy directors of the Standing Committee of the Municipal People's Congress, and Li Qingping, secretary general of the Standing Committee of the Municipal People's Congress, attended the meeting. Vice Mayor Wang Xun, relevant responsible persons of the Municipal Supervision Commission, Dong Guoquan, president of the Municipal Intermediate People's Court, and Li Xiaohong, chief procurator of the Municipal People's Procuratorate, attended the meeting as observers.

The meeting heard Wang Xun separately make a motion on the "Kunming Municipal Social Medical Insurance Regulations (Draft)" and "Kunming Municipal Property Management Regulations (Draft)"; responsible persons of the Municipal Medical Insurance Bureau and the Municipal Housing and Urban-Rural Development Bureau respectively explained the above-mentioned draft regulations; the relevant responsible persons of the Municipal People's Congress Social Committee and the Municipal People's Congress Urban Environmental Protection Committee respectively made reports on the deliberation opinions of the above-mentioned draft regulations; and the responsible persons of the Legislative Affairs Commission of the Municipal People's Congress made reports on the "Kunming City Regulations on the Promotion of Old-age Services (Draft)" and "Kunming City Urban Water Supply and Water Management Regulations (Revised Draft)" respectively. Report on the results of the deliberations; the relevant responsible persons of the Municipal Bureau of Agriculture and Rural Affairs and the Municipal Bureau of Culture and Tourism were entrusted by the municipal government to make a special work report on consolidating and expanding the effective connection between poverty alleviation and rural revitalization, and a special work report on the development of tourism in Kunming under the prevention and control of the epidemic; Dong Guoquan made a special work report on the implementation of the Civil Code of the People's Republic of China; Li Xiaohong made a special work report on the implementation of the Civil Code of the People's Republic of China. Special work reports on the situation of carrying out civil procuratorial work; responsible persons of the Municipal Veterans' Bureau and the Municipal Bureau of Justice were entrusted by the Municipal Government to make special work reports on the guarantee of services for veterans, and reports on the implementation of the "Resolution of the Standing Committee of the Kunming Municipal People's Congress on Carrying Out The Seventh Five-Year Publicity and Education on the Rule of Law in the City"; the relevant responsible persons of the Municipal People's Congress Urban Environmental Committee and the Municipal People's Congress Municipal People's Committee were entrusted by the Municipal People's Congress Standing Committee law enforcement inspection team to make a report on the municipal government's implementation of the "Regulations on the Protection of Dianchi Lake in Yunnan Province" The law enforcement inspection report of the situation and the law enforcement inspection report on the implementation of the "Regulations on the Construction of the Demonstration Zone of National Unity and Progress in Yunnan Province" by the municipal government.

The meeting heard Qi Yonghong, vice chairman of the Standing Committee for the Qualifications of Deputies to the Standing Committee of the Municipal People's Congress, make a report on the examination of deputies' qualifications (draft) on the changes in deputies; Li Qingping was entrusted by the meeting of directors to make an explanation on the "Plan for Allocating the Number of Deputies to the Fifteenth People's Congress of Kunming City (Draft)" and "Motion on Submitting for Deliberation the Appointment and Removal of Two Comrades Du Wen and Yang Zhihua"; Wang Xun was entrusted by the mayor to make a "Motion on Submitting for Deliberation the Appointment and Removal of Two Comrades Including Xia Junsong" Relevant responsible persons of the Municipal Supervision Commission were entrusted by the director of the Supervision Commission to make a "Motion on Submitting for Deliberation the Appointment and Removal of Comrades Yang Li and Zheng Nan"; Dong Guoquan made "Motion on Submitting for Deliberation the Appointment and Removal of Five Comrades Including Zheng Yun"; and Li Xiaohong made "Motion on Submitting for Deliberation the Removal of Four Comrades Including Zhang Fuquan". The appointed personnel met with the members of the Standing Committee, and the relevant responsible persons of the Organization Department of the Municipal PARTY Committee were entrusted by the Municipal CPC Committee to give explanations on matters related to the appointment and removal of personnel.
