Chinese released the "Report of the Qualification Examination Committee of individual deputies on the qualifications of individual deputies" adopted by the Standing Committee of the Twelfth National People's Congress at the 21st meeting of the Standing Committee of the Twelfth National People's Congress on July 2. The report mentions that Zhang Ming, a deputy to the Twelfth National People's Congress and former chief of staff of the Jinan Military Region elected by the Platon Army, personally proposed to resign as a deputy to the Twelfth National People's Congress because of serious violations of discipline and law. On June 6, 2016, the Election Committee of the Jinan Military Region's Aftercare Office decided to accept his resignation. In accordance with the relevant provisions of the Representation Law, Zhang Ming's qualification as a representative was terminated.

There were already signs of Zhang Ming's downfall.

The Political Circle (WeChat ID: wepolitics) remembers that early last month, the National People's Congress issued an announcement through Xinhua News Agency to terminate Zhang Ming's qualifications as a deputy to the National People's Congress. Compared with the content of this release, the reason for Zhang Ming's resignation as a deputy to the National People's Congress was not mentioned in the announcement released last time. At that time, there was media speculation that Zhang Ming, together with Yang Luyu and Tao Shuju, who had been investigated for violating discipline, terminated their qualifications as deputies to the National People's Congress, and the reason for the termination may also be consistent with Yang and Tao.

As early as February this year, there was news on the Internet about Zhang Ming's investigation.

Some netizens pointed out that during the two sessions of the National People's Congress held in March, Zhang Ming was not seen in the ranks of the military people's congress deputies.

Major General Zhang Ming, who just turned 59 in July this year, can be said to be a professional in combat command. He holds a postgraduate degree in combat command from the Nanjing Army Command College, a master's degree in military science, and served as deputy chief of staff of the former 38th Group Army of the Beijing Military Region, a teacher at the National Defense University, and a former deputy director of the Operations Department of the General Staff Department, and in 2010 he was appointed as the director of the Former General Staff Army Aviation Department, and in 2012 he became the first director of the Strategic Planning Department of the former General Staff Department. In the winter general adjustment in 2014, Zhang Ming was "parachuted" from the former General Staff to the position of chief of staff of the former Jinan Military Region, ranking among the ranks of deputy military regions.

Delay in assuming the post of new chief of staff of the military region

An inquiry into public reports by the Political Knowledge Circle (WeChat ID: wepolitics) found that Zhang Ming often made public appearances in the media during his tenure as the former General Staff Officer, and also visited aviation enterprises many times when he served as the former Minister of Land and Aviation of the General Staff. However, since his transfer to the post of former chief of staff of the Jinan Military Region, Zhang Ming has rarely appeared in public media reports.

At the beginning of this year, the curtain was opened on the military reform, and the generals of the former seven major military regions appeared in new identities. Statistics from the Political Knowledge Circle (WeChat ID: wepolitics) found that in the former Jinan Military Region where Zhang Ming is located, at least 15 generals have taken up new positions so far.

Zhao Zongqi, former commander of the military region, was appointed commander of the western theater; Du Hengyan, former political commissar of the military region, was transferred to the political work department of the Central Military Commission; Wu Shezhou, director of the political department of the former Jinan Military Region, who was transferred to the former Jinan Military Region at the same time as Zhang Ming, was also transferred to the central theater to serve as the political commissar of the army. Just this month, two more generals from the former Jinan Military Region appeared in new capacities.

Many colleagues in the same military region have taken up new posts one after another, but Zhang Ming, as chief of staff of the military region, has been slow to move. Not only that, but in other military regions, the chiefs of staff have already taken up their new posts.

In January and February this year, five former chiefs of staff of the military region appeared in their new capacities: Shi Luze, former chief of staff of the Beijing Military Region, who served as commander of the Army of the Central Theater; Rong Guiqing, former chief of staff of the Chengdu Military Region, who served as deputy commander and chief of staff of the Western Theater; Liu Xiaowu, former chief of staff of the Guangzhou Military Region, who served as commander of the Army of the Southern Theater; Yang Hui, former chief of staff of the Nanjing Military Region, who served as the leader of the Eastern Theater; and Xu Jingnian, former chief of staff of the Shenyang Military Region, who served as director of the Aftermath Office of the Shenyang Military Region. Among them, Shi Luze and Liu Xiaowu also concurrently held the post of deputy commander of the theater after that.

The last to make his new appearance was He Qingcheng, former chief of staff of the Lanzhou Military Region, who appeared in the media in July as deputy commander of the Western Theater. So far, in addition to the former Jinan Military Region, the whereabouts of the chiefs of staff of six of the former seven military regions have been announced.

To this day, the whereabouts of the last former chief of staff of the military region have finally been heard -- the violation of discipline has been investigated.

The number of tigers in the military district increased to 15

Zhang Ming is the 57th military tiger to fall after the 18th National Congress, and the second tiger to fall from the former Jinan Military Region.

In August 2014, Zhang Qibin, former deputy chief of staff of the Jinan Military Region, was investigated for serious violations of discipline, becoming the first military tiger to fall from power in the military region. Together with Zhu Heping, former director of the Joint Logistics Department of the Chengdu Military Region, he also unveiled the prelude to the fall of the tiger of the Military Region.

In the following year, the major military regions shot down 14 tigers, including Fan Changbi, deputy political commissar of the Lanzhou Military Region, Yang Jinshan, deputy commander of the Chengdu Military Region, and Wang Yufa, former deputy political commissar of the Guangzhou Military Region and political commissar of Guangkong Military Region. In addition to Zhang Ming, who fell this time, the number of deputy military region-level generals who have fallen from the military region has reached 4, while at present, there are 8 deputy military region-level generals who have fallen from the entire army, and half of the generals in the military region have fallen.

It is worth mentioning that the Joint Logistics Department is the hardest hit area of discipline violations in the military region, which not only set a record for the fall of both heads of the same department, but also set a record of two consecutive directors of the joint logistics department.
