At the beginning of August this year, the forest farm completed the first 36,800 tons of afforestation carbon sink transaction, which is an effective attempt to achieve forest ecological value compensation through market mechanisms.
Li Yongdong introduced that the first batch of forest carbon sink projects is recorded for 30 years, during which it is expected to produce more than 4.7 million tons of net carbon sinks. According to the market situation and price trend of carbon sink trading, after the completion of the transaction of afforestation carbon sink and forest management carbon sink project, it can bring more than 100 million yuan of income.
"Saihanba Forest Farm explores the establishment of a new market-oriented mechanism for compensating forest ecological benefits, and transforms the ecological advantages of forest farms into development advantages." Liu Haiying said that several follow-up large orders are also under negotiation. The income from the carbon sink transaction will be mainly used for the forestry ecological construction of forest farms in the future to promote a virtuous cycle.
For a long time, "heavy afforestation and light management and protection" has been one of the reasons why the level of forestry development in China is still not high.

After long-term scientific management, the unit area of Saihanba forest farm is 2.76 times that of the national plantation forest and 1.23 times that of the world, and the organic unity of ecological benefits, economic benefits and social benefits has been realized: compared with the initial stage of the construction of the farm, the forest coverage rate of Saihanba has increased by 68.6 percentage points, the annual rainfall has increased by more than 60 mm, and the annual water conservation is 140 million cubic meters; the forest seedlings and tourism have driven the local total social income to more than 600 million yuan every year; and the total value of forest resources has reached 20.6 billion yuan.
Saihanba also has troubles after "becoming famous". Last year, Saihanba received 500,000 tourists and earned 44 million yuan in ticket revenue. If the number of tourists reaches 1 million, it can increase the income by more than 40 million yuan. But Saihanba policymakers are not confused by immediate interests.
Tourism seems to be pollution-free, but the carrying capacity of forests is limited. Therefore, the forest farm scientifically analyzes the carrying capacity and strictly controls the number and scale of new tourist attractions and facilities. While protecting, the forest farm upgraded the tourist attractions and completed the transformation and upgrading of Saihanba Forest Town, which greatly improved the taste and image of saihan urban area.
"The higher the honor, the greater the pressure to maintain the honor." Liu Haiying said that tourists pay attention to the beauty of the forest and sea in Saihanba, but every Saihanba person pays more attention to guarding this green.
In the past year, the Hebei Provincial Party Committee has compiled and completed the "Hebei Saihanba Mechanical Forest Farm Master Plan (2017-2030)" and "Saihanba Mechanical Forest Farm Ecotourism Development Special Plan" and other plans.
