In order to conscientiously implement the spirit of the eight provisions of the central government and the implementation measures of the provincial party committee and the municipal party committee, effectively strengthen the financial management of grass-roots trade unions, further promote the standardization and institutionalization of the financial management of grass-roots trade unions, and manage and make good use of trade union funds, according to the relevant requirements of the Kunming Municipal Federation of Trade Unions " Notice on Carrying Out the Citywide Trade Union Financial Inspection and Key Spot Check Work", on the basis of the self-inspection and self-inspection of the previous trade union financial inspection, the Panlong District Federation of Trade Unions entrusted a third-party accounting firm to the 40 grass-roots trade unions in the district 2018 - Key spot checks on the management of trade union funds in 2020.
The spot check mainly focused on the management of trade union funds revenue, expenditure management, budget management and accounting management, focusing on checking whether the grass-roots trade union organizations carried out revenue and expenditure management of trade union funds in accordance with the Trade Union Law, the Trade Union Accounting System and the relevant regulations of the ACFTU, the provincial federation and the municipal federation.
The financial inspection focused on spot checks, pointed out the problems existing in the revenue and expenditure of the funds of the grass-roots trade unions and the handling of accounts, and gave the grass-roots trade unions the actual rectification measures and method guidance, effectively improved the management awareness and professional level of the trade union financial personnel, standardized the management of the funds and expenditures of the grass-roots trade unions, and further promoted the standardized construction of the financial accounting management of the grass-roots trade unions. The district federation of trade unions will also supervise and manage the rectification of grass-roots trade unions, lay a solid foundation for improving the management level of trade union funds in the whole region, and ensure that trade union service enterprises are more promising and service workers are more satisfied.

From October 18 to 27, in accordance with the arrangements for the 2021 review work meeting of the Funding Review Committee of the Xundian County Federation of Trade Unions and the requirements of the Notice of the Funding Review Committee of the Xundian County Federation of Trade Unions on Carrying out the Audit of the Income and Expenditure of Trade Union Funds, the Funding Review Committee of the County Federation of Trade Unions sent an audit team to review the income and expenditure of trade union funds in 2020 by the federation of trade unions in townships (streets) and the trade union committees of some organs and institutions, and the implementation of the 2020 annual trade union budget of the county federation of trade unions. In accordance with the relevant provisions of the audit, before the audit, the audited unit truthfully filled in the commitment letter of the audited unit, the basic situation questionnaire of the audited unit, the self-examination table of the income and expenditure of the trade union funds, and the fixed assets inventory table. In the process of auditing, the audit team strictly followed the relevant provisions of the Detailed Rules for the Implementation of the Management of The Revenue and Expenditure of Grass-roots Trade Unions in Yunnan Province (YunGongfa [2018] No. 44) and the Notice of the Kunming Federation of Trade Unions on Further Regulating the Management of Revenue and Expenditure of Grass-roots Trade Unions (Kunming Gongtong [2020] No. 11), consulted in detail the vouchers, statements, account books, trade union budgets and other materials, focusing on the establishment of trade union accounts, the income and expenditure of trade union funds, the situation of trade union assets, and the rectification and implementation of problems found in the audit last year. The audit team communicates with the audited unit in a timely manner about the problems found in the audit, provides on-site guidance, and puts forward suggestions for correction and handling and suggestions for improving management. Next, the funding review committee of the county federation of trade unions will issue an audit opinion and issue an audit report to ensure that each problem is rectified and implemented.
