Relying on Emperor Huan's favor, Wang Fu used various means to blackmail and bribe imperial court officials and amass wealth. He even dared to blackmail the emperor's own brother Liu Wu.

After Emperor Huan ascended the throne, Liu Wu was made the King of Bohai, and later, because of his crime of "conspiracy to be unjust", he was demoted by Emperor Huan to the title of King of Huantao, and his fief was in present-day Ningjin County, Hebei.

Liu Wu was originally a prince who was extravagant and wasteful, and the sudden decline in tax income could not meet his daily life, so he tried to restore his original title.
