On the afternoon of October 11, Chen Rui, deputy secretary of the Guzhang County Party Committee of Xiangxi Prefecture and acting county magistrate of the county people's government, went to the county human resources and social security bureau to investigate and guide the implementation of employment and entrepreneurship, social security residential security, talent construction, etc., and held a symposium on human resources and social security work, listened to relevant opinions and suggestions, and put forward guidance on related work.

Chen Rui pointed out that the human resources and social security department is the people's livelihood department, but also an important promotion department for economic and social development, the work of human resources and social security is related to the social and people's livelihood, involving the happiness of thousands of households, the social concern is high, we must adhere to the "people's livelihood-oriented, talent first" work main line, with heart and effort to implement policies, work and responsibilities, effectively cover the bottom line of people's livelihood, do a solid job of people's livelihood protection.

Chen Rui stressed that the county human resources and social security departments must closely follow the overall situation of the county's work, adhere to the people-centered development concept, and solidly carry out various tasks such as stabilizing employment, strengthening guarantees, and gathering talents. First, it is necessary to safeguard employment, vigorously promote the transfer of employment, and ensure the stable increase of income of the masses; second, it is necessary to safeguard the people's livelihood and development, do a good job in guaranteeing basic people's livelihood services, and promote social stability and harmony; third, we must promote innovation and entrepreneurship, encourage young farmers to develop rural professional cooperatives and family farms, and promote employment; fourth, we must vigorously strengthen the project of "returning to tea townships to build tea towns and rejuvenate tea towns, and encourage local talents who are abroad to return to their hometowns with funds, technology, and projects to start businesses, so as to help the economic development of the county.
