Yulin News Network News (reporter Chen Jinyuan correspondent Zheng Wu Xu Lu) Recently, there have been a number of illegal transfer and dumping of solid waste and hazardous waste in Yulin City, among which the "Guangxi Beiliu '4.30' Environmental Pollution Case" has aroused great concern from the Ministry of Ecology and Environment and the Ministry of Public Security, and has been included in the fourth batch of listed supervision cases of the "Kunlun 2021" special action. The governments at the Yulin and Beiliu levels attach great importance to it and have set up a coordination working group for the handling of solid waste environmental pollution cases with the deputy mayor in charge as the team leader and the leaders of the Department of Ecology and Environment, Transportation, Emergency Management, and the Department of Public Prosecutions and Law as members, and set up a joint investigation team to conduct further in-depth investigation of the case; public security, procuratorate, court, and other departments intervened in advance to closely communicate on the arrest of case personnel, investigation and evidence collection, etc., providing a strong judicial guarantee for ecological and environmental law enforcement. The Department of Ecology and Environment of Guangxi Zhuang Autonomous Region sent a working group to conduct on-site guidance on the work of case traceability investigation, on-site protection, and inter-provincial communication. With the joint efforts of all relevant departments, a substantive breakthrough has been made in this case.

According to the investigation, the criminal suspect Liang Mou, for the purpose of illegal profit-making, received a large amount of hazardous waste from Guangdong Province to Beiliu City, Yulin, Guangxi Province, without a business license for collecting, storing and disposing of hazardous wastes, and stored them in the warehouse involved in the case in Minle Town, and his behavior posed a huge threat to the local ecological environment and the health and safety of the masses. Lv Moumou and 8 other drivers, knowing that the goods did not match the freight bill, the freight procedures were incomplete, the goods had a pungent odor, and may involve dangerous goods, still undertook the transportation business, and transported 20 truckloads of suspected aluminum ash solid waste from a number of cities in Guangdong Province to the warehouse involved in the case in Beiliu Minle Town. After sampling and monitoring by qualified units, the black solid involved in the case is aluminum ash slag, with a pungent odor, the hazardous characteristics are reactive and toxic, and it is identified as hazardous waste according to law, and the final accounting total is 657.99 tons. According to the Law of the People's Republic of China on the Prevention and Control of Environmental Pollution by Solid Waste, the Criminal Law of the People's Republic of China and other relevant laws and regulations, Liang and others have been suspected of violating the law and committing crimes.
In order to further trace the source, the Yulin Municipal Bureau of Ecology and Environment and the Yulin Municipal Public Security Bureau formed a special working group of 6 solid waste environmental pollution cases involving a total of 53 people to investigate and collect evidence in Guangdong and Guangxi. As of August 6, 2021, the Beiliu Municipal Public Security Bureau has arrested 21 criminal suspects and seized 6 solid waste source enterprises (dens) involved in the case, of which 11 criminal suspects, including Liang Mou, have been arrested by the Beiliu Municipal Procuratorate for suspected environmental pollution, and 6 criminal suspects have not been arrested because of their relatively minor criminal circumstances. At present, the case is still under further investigation.
