In order to strengthen the construction of grass-roots teams and comprehensively improve the company's comprehensive management level, in 2020, at the end of the feeding test and about to enter normal production and operation, Zhongke Refining and Chemical opened the construction of "five-star teams", aiming to establish a set of systems and standardize a set of processes, so that the grass-roots teams can clearly understand the key points and directions to be grasped, focus on continuous improvement and promotion in safety, performance, harmony, quality, and style, and strive to cultivate and build a grass-roots team with strict discipline, excellent style, outstanding ability, harmony and stability. In May 2020, the company formulated the implementation plan for the construction of "five-star teams", which was officially launched in September 2020 after publicity, promotion and one-month trial operation.
Combined with the company's production reality, based on daily professional management, they formulated a "five-star team" work assessment index system. In accordance with the three parts of the extra points, the deduction of points, and the one-vote veto item, around the five aspects of safety star, performance star, harmony star, quality star, and style star, 92 explicit, quantifiable and enforceable team work standards are clarified, and the team leader is guided to take the system regulations as the criterion of work, take implementation as the basic requirement for performing duties, and lead the team members to do the work in detail, achieve the company's various work objectives, and ensure the safe, stable and efficient operation of the device.
They combined the construction of the "five-star team" with the daily management of various majors, the "three basics" work, and the work of "catching up with and helping the superior by studying", integrated it into the tasks of party building work, linked it with performance appraisal, and comprehensively promoted the construction and implementation of the "five-star team".
