In 2019, the National Development and Reform Commission released the first list of national strategic emerging industrial clusters, and the Tongling Advanced Structural Materials Industry Cluster (Copper-based New Materials Industry Cluster) was among them. In recent years, Tongling City has formulated a cluster construction promotion plan, relying on a number of backbone enterprises such as Tongling Nonferrous Metals, Jingda Shares, and Hailiang Copper Industry, to promote the formation of a number of copper-based new material industrial chains such as "copper plate belt - integrated circuit lead frame, LED bracket, dry transformer" and "electrolytic copper foil, calendered copper foil - copper clad plate - printed circuit board". From January to September this year, Tongling Advanced Structural Materials Industry Cluster achieved revenue of 128.81 billion yuan, an increase of 46.4% year-on-year.

The price of one ton of copper ingots is about 70,000 yuan, and the maximum value of one ton of copper foil is more than 140,000 yuan. After being listed in the national strategic emerging industrial clusters, Tongling plans the development path of the cluster with high standards, builds a cluster innovation platform, carries out cluster cooperation and exchanges, and vigorously promotes the transformation of the product structure to the middle and high-end. At present, the industrial cluster has 61 innovation platforms at or above the provincial level (including 9 at the national level), 40 high-tech enterprises, 482 invention patents; the introduction of 14 high-level teams; the "research and development of high-performance ultra-thin copper foil for new energy vehicle batteries" project is listed in the provincial major scientific and technological projects; and the technology such as high-strength and tough wear-resistant alloy forging balls for ultra-large mills has won the provincial science and technology award. Correspondingly, the second generation of high-frequency high-speed copper foil, integrated circuit packaging carrier copper foil and other projects to accelerate the advancement, 38 industry-university-research cooperation projects signed and landed, Anhui Advanced Structural Materials Industry Technology Research Institute has been listed.
In order to expand the scale of the cluster and highlight the cluster effect, Tongling City also issued implementation opinions this year, highlighting innovation, strengthening the main body, building ecology, promoting integration, and building mechanisms, promoting the interconnection of the industrial chain, the innovation chain, the talent chain, and the policy chain, and accelerating the high-quality development of the advanced structural materials industry. The advanced structural materials will be listed as the key investment direction of the city, and the municipal leaders will lead the industrial "chain chief" to promote the project. Continue to promote the "Major Project Year" activities, high-frequency scheduling of key projects of the cluster, in the first three quarters of 2021, the cluster's 82 key projects completed an investment of 4.96 billion yuan.
