In June this year, the National Energy Administration issued the "Notice of the Comprehensive Department of the National Energy Administration on Submitting the Pilot Program for the Development of Rooftop Distributed Photovoltaics in Whole Counties (Cities, Districts)" (hereinafter referred to as the "Notice"). Each province (autonomous region, municipality directly under the Central Government) and the Xinjiang Production and Construction Corps submitted a total of 676 pilot counties (cities, districts), all of which were listed as pilot projects for the development of rooftop distributed photovoltaics in the entire county (city, district).
During the pilot process, the National Energy Administration will rely on the monthly scheduling mechanism for the development and construction of renewable energy power generation projects to monitor the whole process of filing, starting, construction and grid connection of various rooftop distributed photovoltaic power generation projects in the pilot area, and publish relevant information on a quarterly basis。 The National Energy Administration will evaluate and announce the development progress, new energy consumption and utilization, model innovation and compliance of each pilot area in the previous year in the first quarter of each year. By the end of 2023, the proportion of all types of roof-mounted photovoltaic power generation in the pilot areas that meet the requirements of the Notice will be listed as a demonstration county for the development of rooftop distributed photovoltaics in the entire county (city, district).
The "Circular" requires that the pilot work in all regions should strictly implement the work requirements of "voluntary non-compulsion, pilot project approval, non-overstepping in place, non-monopoly of competition, and no suspension of work". All pilot areas should improve the business environment for new energy development and construction, reduce the non-technical cost of rooftop distributed photovoltaic development and construction, and reduce the burden on investment and development enterprises。 During the pilot process, work such as project establishment and filing of other projects and grid access must not be suspended or suspended on the grounds of carrying out pilot projects。 Those who do not implement national policies in the pilot process, arbitrarily attach conditions, and increase the cost of enterprise development and construction in disguise will be disqualified from the pilot. Non-pilot counties (cities, districts) shall continue to carry out the development and construction of various photovoltaic power generation projects in accordance with the existing relevant regulations。
The pilot work requires local power grid enterprises to actively do a good job in the planning of power grids in relevant counties (cities, districts), strengthen the construction and transformation of distribution networks in counties (cities and districts), and do a good job in rooftop distributed photovoltaic network connection services and regulation and operation management。
In the pilot process, the National Energy Administration will organize experts to strengthen the guidance and coordination of the pilot work in various regions through on-site research and other means, and improve policy measures in a timely manner。 It is also required that the pilot areas should reflect the problems found in the process of promoting the work to the National Energy Administration in a timely manner。
The reporter learned that the counties (cities and districts) in the autonomous region that were shortlisted for the national list of photovoltaic promotion in the whole county were Saihan District, Qingshan District, Zunger Banner, Fengzhen City, Haibo Bay District, Linhe District, Alxa Left Banner, Arong Banner, Zhalaite Banner, Horqin District and Ningcheng County, with a total of 11.
