Urban-rural linkage, comprehensive organization of "physical examination"
According to the data, the total number of old houses built before 2000 in the city exceeded 220 million square meters, accounting for 30% of the total number of residential houses in the city, coupled with illegal construction, which aggravated the danger. At the same time, a large number of rural houses, from design, construction to management, the relevant institutional mechanisms are still relatively weak.
In October last year, in accordance with the deployment requirements of the central, municipal party committees and municipal governments, the Municipal Housing and Urban-Rural Construction Management Committee and the Municipal Housing Administration Bureau undertook the investigation and rectification of hidden dangers in urban and rural housing in the city, and combined with the requirements of the comprehensive risk survey of natural disasters in the state and Shanghai, the investigation of housing building disaster victims and the investigation and rectification of housing safety hazards in the city were combined and deployed, and the implementation of the "general physical examination" of housing construction in Shanghai, a super city, was promoted.
Focus on the key points and check against the benchmark table
Combined with the different characteristics of rural areas and towns, the corresponding housing construction disaster victim survey focuses on different investigation priorities. Rural houses focus on self-built houses used for operation, and pay close attention to the safety of houses, focusing on houses built with prefabricated panels, houses that have been remodeled and expanded, and houses used by people.
Urban houses focus on the inspection of small beams and thin board houses, houses that change the planning and design purpose, demolish and change load-bearing components, illegal buildings that have not been rectified, houses with large changes in the surrounding environment, and houses that have "four haves" in terms of housing safety (that is, houses that have repeated repairs, have records of investigation and rescue, have complaints or reflections, and have obvious hidden dangers).
In accordance with the principle of comprehensive investigation and highlighting the key points, the city has vigorously and orderly promoted the investigation work, and the rural houses have completed the comprehensive inspection by the end of June 2021, and the urban houses have completed the key inspection by the end of June 2021, and it is planned to complete the comprehensive inspection by the end of 2021.
Professional evaluation, accurate "pulse diagnosis"
Up to now, the city's 11 agriculture-related districts and 1488 administrative villages have investigated more than 1.3 million rural houses of various types. Among them, about 0.2% of the houses that are preliminarily judged to have potential safety hazards and need professional assessment and appraisal.
In terms of towns, we are stepping up to promote the comprehensive inspection of all houses covering the urban area, up to now, 394,000 housing buildings have been inspected, covering a construction area of more than 1 billion square meters, of which about 0.5% of the houses that are initially judged to have safety hazards and need professional assessment and appraisal are being organized by housing construction and housing management departments at all levels to carry out professional verification and appraisal work in accordance with relevant national and local industry standards.
"One network is unified", and the city is more resilient
In the near future, the Municipal Housing and Urban-Rural Construction Management Committee and the Municipal Housing Administration Bureau will work with the relevant departments of the city to incorporate the comprehensive inspection of urban and rural housing construction data into the "one network unified management" platform, benchmark the construction goals of "resilient cities" to resist risks, prevent and reduce disasters, gradually develop and improve relevant information application scenarios, accurately map and superimpose analysis of housing hidden danger risk data on the urban fine management platform, and gradually establish an algorithm model to effectively warn and predict and comprehensively prevent risks.
