-- Our party persists in uniting with the broad masses of Taiwan compatriots, jointly opposing the "Taiwan independence" plot, jointly promoting the peaceful development of cross-strait relations, and jointly realizing the Chinese dream of the great rejuvenation of the Chinese nation.

• The manner in which the Chinese Government resolves the Taiwan issue is a matter within the scope of China's sovereignty and has no obligation to make any commitments to any foreign country.

First, from the development of China and the Chinese nation, we should shoulder the heavy historical task of accomplishing national reunification

Since its founding, the Communist Party of China has made tremendous efforts to safeguard national unity and established great meritorious deeds. After the founding of the People's Republic of China in 1949, our Party continued to carry out the People's Liberation War to the end, liberated all Chinese territory, and completed the cause of reunifying China. Since the emergence of the Taiwan issue, our party has undertaken the historical mission of resolving the Taiwan issue and realizing the complete reunification of the country and waged unremitting struggle. Since the 1990s, our party has given new significance to the realization of national reunification, closely linked it with the great rejuvenation of the Chinese nation, stressed that realizing national reunification is an inevitable requirement for the great rejuvenation of the Chinese nation and an inevitable trend of the great rejuvenation of the Chinese nation; and declared that "the Taiwan issue arises from the weakness and chaos of the nation and will be resolved along with the rejuvenation of the nation." Second, adhere to the strategic thinking of realizing national unity on the basis of development

Resolving the Taiwan issue and realizing the complete reunification of the country is, in the final analysis, a contest of strength. Comrade Deng Xiaoping stressed that "development is the last word" and pointed out that the key to China's solution to all problems, including the Taiwan issue, lies in its own development. This is a historical understanding of the mainland's basic situation and a strategic grasp of China's development, and a strategic idea for resolving the Taiwan issue on the basis of development. General Secretary Xi Jinping stressed that "fundamentally speaking, the key to determining the direction of cross-strait relations is the development and progress of the mainland of the motherland", pointing out the decisive role of the mainland's development and progress in resolving the Taiwan issue. We always maintain strategic determination, do not be moved by the moment, concentrate on economic construction, and wholeheartedly seek development. After decades of efforts, our strength in all aspects has been greatly developed, not only the economic strength has been constantly growing, but also the scientific and technological, financial, and military forces have also developed, laying a solid foundation for the completion of the great cause of national reunification and accumulating strong capabilities. Now we can already see the prospect of a strong capacity to complete national reunification in a foreseeable time.

Third, there are two strategic options for maintaining peaceful reunification and reunification by force

The Communist Party of China has always maintained two strategic choices for resolving the Taiwan issue and accomplishing the great cause of national reunification, one is peaceful and the other is armed. Out of the general national righteousness and for the sake of China's development, our party strives for peaceful reunification with the greatest sincerity and the greatest efforts; in 1955 it put forward the idea of peaceful liberation of Taiwan, in 1960 it summarized it as the principle and policy of "one program and four goals," and in 1979 it made a strategic decision to strive for the peaceful reunification of the motherland, hoping to realize peaceful reunification in the form of "one country, two systems," and has so far adhered to the basic principle of "peaceful reunification and one country, two systems." At the same time, in order to safeguard national sovereignty and dignity, to cope with the possibility that the Kuomintang will never engage in peaceful reunification negotiations with us, to curb the separatist plot of "Taiwan independence," and to resist armed interference by foreign forces in our settlement of the Taiwan issue, our party has never promised to renounce the use of force. This has provided a strong military guarantee for safeguarding national sovereignty and territorial integrity and for peaceful reunification. As a result, our party can maintain its strategic initiative in the complicated and changeable situation in the Taiwan Strait, not only to ensure that Taiwan's status as a part of China's territory will not be changed, but also to safeguard and promote the process of national reunification.

Fourth, adhere to the "one country, two systems" method of peaceful reunification

In its strategy toward Taiwan, the CPC's principles of realizing the core goal of national reunification, one China, opposing "two Chinas," "one China, one Taiwan," "Taiwan independence," and opposing foreign interference have always been consistent and have never changed and maintained continuity; at the same time, in view of the development and changes in the situation in the Taiwan Strait, they have put forward a series of principles and policies in line with the times. Comrade Mao Zedong put forward the principles and policies that were later summarized as "one program and four items," Comrade Deng Xiaoping made a strategic decision on peaceful reunification and creatively put forward the concept of "one country, two systems," Comrade Jiang Zemin put forward eight proposals for developing cross-strait relations and promoting the process of the peaceful reunification of the motherland, Comrade Hu Jintao put forward the important thinking on the peaceful development of cross-strait relations, Comrade Xi Jinping made an important exposition on taiwan work, and put forward a major policy proposition for promoting the peaceful reunification of the motherland in the new era. The continuity of our party's strategic principles toward Taiwan and the keeping pace with the times have effectively guided the work toward Taiwan and promoted the process of national reunification.

Sixth, adhere to the correct path of peaceful development of cross-strait relations

After a long period of practice in taiwan work, our party believes that peaceful reunification is in the best interest of the entire Chinese nation, including Taiwan compatriots, and that it is necessary to strive for peaceful reunification with the greatest sincerity and the greatest efforts, and to this end strive for and promote the peaceful development of cross-strait relations. The goal of peaceful development of cross-strait relations is peaceful reunification, the political basis is to insist that the mainland and Taiwan belong to the same China, the important way is to deepen exchanges and cooperation and promote consultation and negotiation, the powerful driving force is to promote the unity and struggle of compatriots on both sides of the strait, and the necessary condition is to oppose "Taiwan independence" activities. The road to the peaceful development of cross-strait relations is not smooth, and we will encounter all kinds of difficulties, especially the obstruction and sabotage of the "Taiwan independence" forces, but the peaceful development of cross-strait relations is a correct path for safeguarding cross-strait peace, promoting common development, and benefiting compatriots on both sides of the strait, and it is also a bright road leading to peaceful reunification.

Since the birth of New China, due to the emergence of the Taiwan issue and its unresolved nature, the CPC has always adhered to the one-China principle in handling cross-strait relations issues and issues involving Taiwan in foreign relations, and has always resolutely opposed any separatist activities such as creating "two Chinas," "one China, one Taiwan," and "Taiwan independence." There is only one China in the world, the mainland and Taiwan belong to the same China, and China's sovereignty and territorial integrity brook no division.

Eighth, persist in uniting with the broadest masses of Taiwan compatriots

Compatriots on both sides of the strait are linked by blood and nurtured by Chinese culture, are flesh and blood relatives, and are inseparable community of common destiny. When our party implemented the general policy of peaceful reunification in 1979, it put forward the work policy of "pinning hopes on the people of Taiwan"; in the past 10 years or so, it has also put forward the concept of "one family on both sides of the strait". Our party adheres to "putting people first," safeguards the legitimate rights and interests of the People of Taiwan, does everything possible to do good and practical things for the people of Taiwan, and introduces policies and measures that benefit the broad masses of the People of Taiwan to enhance the well-being of the People of Taiwan. Our party hopes that compatriots on both sides of the strait will heal the historical wounds, narrow the psychological distance, and realize the unity of hearts and minds. Our party persists in uniting with the broad masses of Taiwan compatriots, jointly opposing the "Taiwan independence" plot, jointly promoting the peaceful development of cross-strait relations, and realizing the Chinese dream of the great rejuvenation of the Chinese nation.

Ninth, persist in promoting cross-strait exchanges and cooperation in various fields

10. Create an external environment conducive to China's peaceful reunification

Since the birth of New China, the Communist Party of China and the Chinese Government have worked hard to win the recognition by the international community that there is only one China in the world, that Taiwan is part of China, and that the Government of the People's Republic of China is the sole legitimate government representing the whole of China. In 1971, the United Nations General Assembly adopted Resolution 2758, which restored all the rights of the People's Republic of China in the United Nations and recognized the representative of the Government of the People's Republic of China as the sole legitimate representative of China in the United Nations, marking the formation of a situation in which the international community generally recognized one China. The establishment of diplomatic relations between China and Japan in 1972 and between China and the United States in 1979 further consolidated this situation. Subsequently, our party and government worked hard to consolidate and expand the international community's recognition of the one-China situation. The overwhelming majority of countries in the world pursue a one-China policy, which is conducive to opposing the creation of "two Chinas," "one China, one Taiwan," and "Taiwan independence," and is conducive to winning the support of the international community for the peaceful development of cross-strait relations and china's peaceful reunification. At the same time, our party has always opposed foreign countries using the Taiwan issue to interfere in China's reunification in any way. Resolving the Taiwan issue is China's internal affair and is not subject to interference by any foreign forces. The manner in which the Chinese Government resolves the Taiwan issue is a matter within the scope of China's sovereignty and has no obligation to make commitments to any foreign country. The Communist Party of China and the Chinese Government have won the recognition of one China by the international community and opposed foreign interference in China's reunification, thus creating indispensable conditions for striving for national reunification.

Eleventh, upholding the party's centralized and unified leadership over Taiwan work to resolve the Taiwan issue and realize the complete reunification of the country is related to safeguarding national sovereignty and territorial integrity, to the development of China and the Chinese nation, and to the great rejuvenation of the Chinese nation; at the same time, it is also facing complicated and complicated problems, and also faces various risks and challenges.
