"With the implementation of national strategic deployments such as poverty alleviation, new urbanization and rural revitalization, the urban infrastructure of China's mountainous counties has been improved, and industrial development has gradually flourished, but it still faces many challenges such as small urban scale, insufficient urban ties, low construction management level, and insufficient urbanization power." Entering a new stage of development, how to embark on a high-quality development path of new urbanization that conforms to the characteristics of mountainous areas is not only of great significance to leveraging the leapfrog high-quality development of mountainous counties, but also of great significance to improving the quality of China's new urbanization development, promoting coordinated regional development and achieving common prosperity.

"The proportion of mountainous areas in the total area of the county is more than 60%, the area with a slope of less than 6 degrees accounts for less than 50% of the county area, and the height difference between the county station and the surrounding 3 kilometers is greater than 100 meters, which is the delineation standard for mountainous counties determined by us this time." According to the above standards, the research group of the Urban and Small Town Reform and Development Center of the National Development and Reform Commission has designated 661 mountainous counties as research objects nationwide, and constructed a set of indicator systems for the new urbanization development index of mountain counties at the national, Zhejiang, Yunnan and three levels.

Among them, the national level system consists of 6 first-level indicators and 18 second-level indicators, including population distribution agglomeration, resource utilization intensity, suitability for industrial development, infrastructure support, accessibility of public services and county governance.

"Agglomeration development is an inevitable choice for the development of new urbanization in mountainous counties, that is, to concentrate limited scarce resources into locations with large development potential, economies of scale and obvious investment benefits." According to Rong Xiwu, the current new urbanization in China's mountainous counties can be divided into two typical models: "small county and big city" model and "county town + key town".

Taking Zhejiang, the host of this forum, as an example, most of the 26 mountainous counties in the province that need to accelerate development follow the above two new urbanization models, and Yunhe County is the "forerunner" of "small counties and big cities".

"Since 2001, Yunhe has consistently implemented the development strategy of 'small counties and big cities', and the regional GDP has increased from 801 million yuan in 2000 to 8.699 billion yuan in 2020; the urbanization rate has increased from 30.8% to 73.1%, far exceeding the national average." Ye Bojun, secretary of the Yunhe County Party Committee, said that the county has also created a wood play industry with 56% of the total products in the country and 40% of the world, and has been named "the hometown of China's wooden toys".
