For Zhou, 2005 was no ordinary year. It is hard to imagine that before entering the Ningbo Maritime Safety Bureau, he earned millions of dollars a year, and he would make such a choice.
In 1998, Zhou Chi was admitted to the School of Naval Architecture and Civil Engineering of Shanghai Jiao Tong University. The institute's naval architecture major leads the country in Asia, and is second to none even in the world. With excellent results, in 2002, Zhou Chi was escorted to the hospital for further study. Due to the guarantee, Zhou Chi began to study the credits of graduate students from his senior year, and by the first semester of the first semester of the first year of research, Zhou Chi had already completed the credits and completed the master's thesis. At the same time, Zhou Chi, who has been serving as the president of the student union of the institution, admits that the time actually spent on student organizations is not much more than the study time.

Zhou Chi, who finished writing his thesis, was confined to the relevant regulations of Shanghai Jiao Tong University at that time and failed to graduate early. However, the opportunity came knocking on the door – he was offered a position at mastership BV Eindhoven in the Netherlands ( Dutch Shipbuilder Master Ship Software Co., Ltd. ) . Such an opportunity, Zhou Chi naturally will not let go. "I know in my heart that the Netherlands is just a caravanserai, and I will inevitably return to Ningbo in the future, which is my eternal harbor."
In 2004, Zhou Chi returned to Shanghai and founded the Shanghai representative office of MasterShip BV in the Netherlands, and served as the chief representative. When everything in the Shanghai representative office was on track and thriving, Zhou Chi made a decision that surprised everyone - to return to his hometown of Ningbo. At this point, he worked for thirteen years in the Ningbo Maritime Safety Bureau.
Many people expressed puzzlement, but he simply said, "I am a native of Ningbo, and my childhood memories are occupied by the crowds of Zhongshan Park, zoos, the ever-expanding boundaries of the old third district and the whistle of the 'Yongxing Wheel' in the old Bund." Because there are many Relatives in Shanghai at home, when I was a child, I took the 'Yongxing Ferry' to and from the sea many times, and every time the boat opened, I would look at the waves and look at the Old Bund, full of expectations and dreams. He has represented China seven times in international conferences such as the United Nations Climate Change and the International Maritime Organization, effectively safeguarding the interests of the national shipping and shipbuilding industry. As a Chinese expert, he has also been invited to participate in 15 meetings of the Regional Maritime Organizations of China-US, China-ASEAN, Asia-Pacific and the European Union, and late last year, he went to Oman to participate in the Riyadh Memorandum of Understanding (MEUS) Port State Monitoring (PSC) teaching mission.
Talking about Oman's teaching tasks, Zhou Chi pulled out his mobile phone and shared a photo of his speech. In the photo, five people sit in turn, and he is the youngest. According to the feedback from the later lectures, he was the one who gave the best results.
At the same time, he is also deeply involved in the legislative work of international conventions, and strives to promote China's transformation from an "enforcer" to a "formulator" of international standards in the fields of port state supervision, ship energy conservation and emission reduction, and the development of China's maritime strategy, and takes the initiative to issue a "Chinese voice".
With its efforts, today, the PSC checkpoint of Ningbo Maritime Safety Bureau (Port State Supervision and Inspection Station) has been recognized by major shipping companies at home and abroad and has become the benchmark of domestic PSC checkpoints.
Zhou Chi has a vivid memory of the years of the PSC checkpoint, he said, "Those who can go to the PSC checkpoint are elites. There are a total of seven of us, condensing the spirit and truly interpreting the spirit of 'Jingwei'. According to colleague Fan Bing, when the Ningbo Maritime Safety Bureau was openly competing for non-leadership positions, the position of PSC checkpoint was "the hottest", and it was through this opportunity that he was able to spend the "fancy years" with Zhou Chi.
In 2017, Zhou Chi was transferred from the director of the Ship Supervision Office to the position of director of the command center. As a result, he has continued to contribute sweat and wisdom in the fields of traffic flow organization of Ningbo Zhoushan Port, handling of emergency accidents on the water, national regional strategy and local economic development of maritime services, and normalization and rectification of sand and gravel vessels.
Huang Kun of the command center of the Ningbo Maritime Safety Bureau told reporters that every time Zhou Chi made a decision, it was based on preliminary research and full analysis in the later stage. Before meeting Pan Xiarong, what Zhou Chi left for the reporter was a tough image of indomitable progress, rational, confident and powerful, like a firmly aimed arrow feather. However, where is this swift arrow accumulating strength? After seeing Pan Xiarong, the water fell out.
Zhou Chi and Pan Xiarong had known each other as early as high school, and the two attended Ningbo Xiaoshi Middle School together, and contributed to the school magazine "Xiaoshi Xueyuan". Founded in 1911, this century-old school has a free and tolerant atmosphere. At that time, Zhou Chi was the president of the Yingxin Society, the society run by the "Practical Academy". Therefore, when Zhou Chifu returned to Ningbo from Shanghai, he quickly established a romantic relationship with Pan Xiarong and married him the following year. "Effective people have the same roots." Zhou Chi said.
After marriage, life is full of happiness, and the birth of children brings endless joy to Zhou Chi. No matter how busy he is, Zhou Chi will always take time to accompany his children after he returns home. "He treats his children like friends."
