Recently, after visiting the project, the Daily Economic News reporter learned that it is not easy to climb the first list, and the follow-up steps are even more difficult, such as the planning plan has not yet been implemented, and there is no news of follow-up development.

The planning scheme has so far been difficult to give birth

Xiaotangshan Town is the closest characteristic town to Downtown Beijing, located on the extension of the central axis, only 16 kilometers away from the urban area of Beijing, with a town area of 70 square kilometers, and has been identified as a small town for sustainable development in China, a township with a beautiful environment in the country, a town with hot springs in China, and a small town for the key development of Beijing.

On the homepage of the official website of the Xiaotangshan Town Government, the red fonts "Tangquan Ancient Town" and "Science and Technology New City" are particularly eye-catching. "Although we have won the title now, we have not actually implemented it." A section officer of the Xiaotangshan town government told the "Daily Economic News" reporter.

As for the reasons why development has not been realized, the above-mentioned person said, "The meaning of leadership is that there is no specific positioning yet, so the proposal has not yet come down." ”

"The confusion in planning, we can't decide, the town government level can't make a plan, let alone the funds, and there is no way to say that you can apply for financial support, just wait like this, for a year." In recent years, Li Xuefeng, assistant director and executive researcher of the Institute of Urban Development and Environment of the Chinese Academy of Social Sciences, who has been involved in the declaration and evaluation of characteristic towns across the country, has a deep feeling for this, and he stressed that whether it is a government platform to develop or an enterprise to participate in the development, scientific planning is very critical.

Featured themes are not yet clear

In fact, the reason why Xiaotangshan characteristic town is facing an "embarrassing" situation is quite related to the theme when it was first applied. The reporter learned that when Xiaotangshan characteristic town applied for the first batch of characteristic towns, it held the original intention of taking the theme of "agricultural carnival" to drive the construction of a series of agricultural industries. But in fact, the "Agricultural Carnival" belongs to Xingshou Town.

"The meaning of the city is to push Xiaotangshan, because Xiaotangshan has hot springs, but now there has been no movement, many projects can not continue to carry out, such as Tangquan Ancient Town, many things can not be promoted, do science and technology new city, science and technology places are not, but also listen to the arrangements in the district." How to plan the characteristic town of Xiaotangshan? With this question, the Daily Economic News reporter went to the Changping Branch of the Beijing Municipal Planning Commission. At present, Xiaotangshan characteristic town is still in further planning on how to make "characteristics". The relevant person in the planning department said, "I always feel that there are hot springs, carnivals, aviation museums, and characteristic agriculture, and none of them are very distinctive." ”

Based on this, the above-mentioned person clearly stated that the initial idea of the future planning of the characteristic town is to create a comprehensive cultural characteristic town with leisure, characteristic agriculture and aviation museum as the background based on the characteristics of Xiaotangshan.

Qiu Baoxing, former vice minister of the Ministry of Housing and Urban-Rural Development, once suggested that local governments should take incentives rather than substitutions for characteristic towns, and should simplify administration and delegate powers. He said that characteristic towns should have a scientific assessment.

The introduction of characteristic industries is undecided

Compared with the Fund Town of Changgou Town in Fangshan District and Gubei Water Town in Miyun District, which also belong to the first batch of characteristic towns, the characteristics of Xiaotangshan are not highlighted.

"How to use the hot spring ancient town to drive related industries, science and technology and other economic growth are still in the discussion stage, the original is expected to be completed in 2018, until now the planning has not been approved, the planning has not been determined." Li Xuefeng pointed out that the current planning of characteristic towns faces the following problems, first of all, the lack of professional talents, the overall planning level is worrying, especially in the western region; secondly, like the Xiaotangshan characteristic town declaration with the theme of "agricultural carnival", but in fact belongs to the xingshou town next to it, resulting in unclear positioning. However, the third issue cannot be ignored and is interlinked. This is what many industry veterans have talked about, paying more attention to the importance of industrial introduction to characteristic towns.

Yang Leyu, executive chairman of the National Real Estate Managers Alliance, said that the essence of the characteristic town is an innovation pilot zone, and the core is the characteristic industry.

Li Xuefeng pointed out that even if the planning is good, no industrial foundation means that there is no sustainable capital investment, and the result is that the hematopoietic capacity of characteristic towns is insufficient, and building characteristic towns will become an empty phrase.
