On October 28, Bi Yaohua and Zhu Shugui of Baishan Town, Suixi County, and eight other county and town people's congress deputies were appointed by the town as observers for the election of the villagers' committee. Together with the two county people's congress deputies appointed by the county civil affairs bureau, Zhou Jinhua, chairman of the Baishan Town People's Congress, and Xie Xin, vice chairman, they will carry out observation activities throughout the election of the villagers' committees of the 22 administrative villages in the town, and fully implement the system of observers for the election of the villagers' committees.
In the work of changing the term of office of the "two committees" of the village, Baishan Town has conscientiously implemented the spirit of the provincial, municipal, and county civil affairs departments' "Circular on Comprehensively Implementing the System of Observers for the Election of Villagers' Committees," and has selected and appointed people's congress deputies with high political quality, good work style, and certain legal knowledge from different trades and different posts as observers.
After receiving the observer appointment letter and observer card on the same day, the delegates collectively learned the operational knowledge of "the work responsibilities of observers, the work rights enjoyed by observers, and the principles that observers should follow". The town people's congress requires that the people's congress deputies and observers hired conscientiously follow the "Organic Law of Villagers' Committees" and Anhui Province's "Measures for the Election of Villagers' Committees" to carry out observation and supervision to ensure the legitimate rights and interests of villagers, and the whole process of the election of villagers' committees for the new term is lawful, open, just, and fair.
