Cover News previously reported that on March 28, 2019, Shen Youzheng, a man from Fuyang, Anhui Province, was criminally detained on suspicion of "opening a casino", and the family said that they had closed their chess and card room for nearly 3 years at that time; a month later, the family received the news that Shen Youzheng had "died of a heart attack" in the Funan County Detention Center.
On November 26, 2019, the Fuyang Municipal People's Procuratorate decided to conduct an inspection of Shen Youzheng's death in custody. The Fuyang Municipal People's Procuratorate issued a notice of secondary appraisal opinion, arguing that there was a delay in treatment in the detention center, but the Fuyang Municipal People's Procuratorate believed that the deceased died a normal death.
The Funan County Public Security Bureau believed that the case was a civil lawsuit and suggested that the family of the deceased file a civil lawsuit with the Funan County People's Court, so the family filed a civil lawsuit and claimed 1 yuan.
On August 4, 2020, the Funan County People's Court rendered a first-instance judgment, holding that the case "falls within the scope of state compensation and does not fall within the scope of civil litigation accepted by the people's court" and ruled to dismiss the lawsuit.
Subsequently, the family of the deceased Shen Youzhi filed an application for state compensation and reconsideration with the Funan County Detention Center, the Funan County Public Security Bureau, and the Fuyang City Public Security Bureau, but did not receive any response. On November 25, 2020, the family of the deceased Shen Youzhi filed a lawsuit with the Fuyang Intermediate People's Court against the Funan County Public Security Bureau and the Funan County Detention Center for state compensation.
On February 4, 2021, the "Anhui Men's Detention Center Death Case" held a state compensation hearing, which lasted from 15:00 to 19:00, and the focus of the dispute between the two sides was whether it was within the scope of state compensation, who was responsible for the death of Shen Youzheng, and the physical condition of Shen Youzheng at the time of detention.
On February 5, 2021, Shen Youzheng's family told reporters that at the end of the hearing, the fuyang municipal public security bureau lawyer apologized to his family for the accidental death of Shen Youzheng while in detention at the detention center, and said that it would urge the Funan County Public Security Bureau to compensate according to law according to its own fault.
