"China expects all parties to move in the same direction, and developed countries should fully demonstrate positive and constructive and flexible, follow the principle of common but differentiated responsibilities, adhere to the nationally determined nature of national goals and policies, and avoid further retrogression of positions on issues on which agreement has been reached in principle, or even resumption of negotiations." Sun Zhen said.
Sun Zhen believes that this market mechanism should provide financial support for developing countries to adapt to climate change. Adaptation to climate change is a matter of great concern to developing countries, and the current funding provided by developed countries is far from meeting the needs of developing countries to adapt to climate change. China supports the provision of stable and predictable financial support for the adaptation of developing countries to climate change, and in particular hopes that developed countries will show a positive and constructive attitude and that all parties will jointly find reasonable solutions.
In addition, there is the question of the relationship between emission reduction indicators of market mechanisms and nationally determined contributions. Parties should not be required to adjust their emissions from NDCs by transferring emission reduction targets from NDCs. At the same time, however, China also understands that some Parties may have some concerns about this provision, so it is willing to consider setting a reasonable time limit based on factors such as the coverage of NDCs, and invites relevant Parties to clarify the scope of their NDCs when participating in market mechanisms.
On the issue of the transition of emission reduction indicators by 2020, Sun Zhen proposed that in order to maintain the confidence and enthusiasm of the business community to participate in the activities of the market mechanism under the Paris Agreement, Parties should be allowed to use the certified emission reductions by 2020 to complete their nationally determined contribution targets and participate in market transactions. To this end, China is willing to explore some compromise options. China is willing to work with the United Kingdom, the chair of COP26, to adhere to the multilateral rules of procedure of openness and transparency, broad participation, parties-driven and consensus, maintain close communication and coordination, and promote the completion of this issue and the negotiation of the remaining issues of the implementation rules of the Paris Agreement as a whole.
