Under the premise of ensuring safety, it is necessary to increase the effectiveness of coal mining potential and increase production and supply, so as to provide favorable conditions for accelerating the high-quality development of coal power; we must resolutely implement the long-term contract for thermal coal, strictly implement the thermal coal reserve system, consolidate the procurement responsibility of power plants, and ensure the safety of power plant and power grid operation。
