The FBI announced Monday that U.S. embassy staff accused of drugging and sexually assaulting at least 24 women over a 14-year period were actually a longtime employee of the Central Intelligence Agency (CIA), and the FBI urged any possible victim to come forward and provide clues, according to the U.S. Daily Beast.

The CIA employee, Brian Jeffrey Raymond, a 45-year-old serial sexual assaulter, was arrested in La Mesa, California, on October 9, 2020. After abruptly quitting his job at the U.S. Embassy in Mexico City, he has been living there with his parents. In July, he pleaded guilty to two sexual assault charges and one charge of disseminating obscene material, and will be required to be released from prison and registered as a sex offender for life.

FBI spokeswoman Samantha Shero confirmed that Raymond worked for the CIA during his tenure at the Mexican embassy, but she declined to provide more details about his exact position at the CIA. A CIA spokesperson said in an emailed statement: "The CIA condemns the crimes committed by former intelligence agency official Raymond in the strongest terms. A source familiar with the case said the CIA took administrative action after Raymond's arrest and relieved him of his duties shortly after.

On May 31, 2020, Mexico City police received an alarm call that a passerby had found a "naked, hysterical woman screaming desperately for help" on the terrace of a Mexico City apartment rented by the U.S. Embassy, and Raymond was investigated by the FBI. Investigators later found nearly 500 video and video clips of numerous women in a comatose state in Raymond's bed. Court documents show that in some videos, a man can be seen pulling open the eyelids of his victims, waving their soft arms and legs, or placing his fingers in their mouths to show they have lost consciousness. Raymond speaks Spanish and Mandarin Chinese and has worked in at least 6 different countries for about 20 years.

Raymond usually looks for unsuspecting victims on dating apps. The Raymond plea deal states that victims after dating Raymond reported drinking alcohol he had provided or prepared and had lost their memories while staying with him. At least nine cases of sexual assault occurred in accommodation arranged for him by the U.S. government.

Raymond's online footprint is almost non-existent, and his vague job description has led to speculation that he was an undercover agent, not a State Department worker.

Court documents show that even after he knew he was being investigated, he continued to commit rape and then tried unsuccessfully to erase evidence from his cell phone. According to the authorities, none of the victim women were able to express their willingness to have sex when they were sexually assaulted, no one agreed to be filmed in that state, and few had any memory of the events.

Investigators found "countless" chats between Raymond and the women he sexually assaulted, some of whom even apologized to Raymond for their coma and asked if he had had sex with them, as if to say he didn't remember what happened the night before.

When investigators looked through Raymond's online search history, they found phrases he was looking for included "comatose black girl," "deep sleep," "sleeping pills and alcohol and fainting," "dissolving," and "comatose being carried away."

A set of photographs depicts how Raymond violated an unconscious woman who exposed each other's breasts and took off her shorts. The next morning, Raymond also casually texted the victim, saying "I hope you don't have a hangover today," according to investigators. The victim apparently didn't know what was going on and replied, "Hey! Yesterday was very uncomfortable, I had a serious hangover and I had a lot of fun too! We have to do it again. On their second date, the woman and Raymond went to a bar and then returned to her accommodation, where she opened a bottle of red wine for both of them to drink. At some point, as the two walked up to the balcony, she didn't pay attention to the bottle. Raymond returned to the house, took the bottles to the balcony, and filled them with both glasses. But the woman soon felt dizzy after drinking it, and felt that she was about to faint. The last thing she remembered was telling Jeffrey herself that she needed to lie down. Later, when the woman woke up, she found a well-dressed Jeffrey lying on the bed next to her.

The woman was reportedly still unable to stand until she was finally interviewed by investigators, when she learned she had been sexually assaulted, and Raymond appeared to be fine.

A few days before Raymond's arrest, he also spent the night with a woman he met online. The woman told police she "believed she had at least three sexual relationships with Raymond, but she had only a small memory of those processes," court documents said. ”

Raymond is scheduled to be sentenced in federal court in Washington, D.C., on February 7 next year.
