He once served as a member of the Standing Committee, deputy district chief and district chief of the Zhanhe District Committee of Pingdingshan City, Henan Province, deputy secretary and mayor of Wugang Municipal Party Committee, deputy director of the Henan Provincial Water Conservancy Department, deputy commander of the Provincial Forward Command for Aid to Xinjiang, deputy commander of the 13th Agricultural Division, member of the Standing Committee, vice mayor and mayor of an Anyang Municipal Party Committee, deputy secretary and mayor of Zhengzhou Municipal Party Committee, and vice governor of Henan Province.

According to Henan media previously reported, during the work of aiding Xinjiang, Wang Xinwei worked in Hami, located in eastern Xinjiang, for more than three years, served as deputy secretary of the Hami Prefectural Party Committee and other positions, during which he was rated as "excellent leader of aid to Xinjiang" by Xinjiang and the Corps, and was credited with second-class merit.

Previously, Zhang Lei, who was born in July 1961, served as a member of the Standing Committee of the Liaoning Provincial Party Committee and secretary of the Shenyang Municipal Party Committee. Since November 2018, Zhang Lei has been in charge of Shenyang for nearly three years.
