Technical Standards for The Installation of Elevators in Multi-storey Residential Buildings
It will be implemented from November 1

The "Technical Standards for the Installation of Elevators in Multi-storey Residential Buildings", jointly compiled by the Shanghai Real Estate Research Institute and the Shanghai Municipal Housing Safety Supervision Institute (Municipal Residential Repair Project Quality Inspection Center) and relevant units, has been approved by the Municipal Housing and Urban-Rural Construction Administration Committee and will be officially implemented from November 1, 2021.
Launch of COVID-19 vaccines to strengthen immunization
According to the work deployment of the joint prevention and control mechanism of the State Council, the city will fully launch the new crown virus vaccine to strengthen immunization from November 1, 2021. For people aged 18 and above who have been vaccinated for 6 months, from 9 o'clock on November 1, eligible citizens can make online appointment registration for enhanced immunization through the "Health Cloud" APP. Effective from November 1
The Shanghai Charity Regulations were adopted by the 35th Session of the Standing Committee of the 15th Shanghai Municipal People's Congress on 28 September 2021 and came into force on 1 November 2021.

The Civil Aviation Administration imposed circuit breaker measures on the three international flights to Shanghai
The Civil Aviation Administration reported that 7 cases of COVID-19 passengers were confirmed on KLM Flight 857 (Amsterdam to Shanghai) on October 6, 8 cases of COVID-19 passengers were confirmed on Aeroflot FLIGHT SU208 (Moscow to Shanghai) entering on October 15, and 5 cases of COVID-19 were confirmed on Austrian Airlines flight OS075 (Vienna to Shanghai) that entered on October 16. Since November 1, the operation of each of the three flights has been suspended twice.

From 00:00 on 1 November, a 50% discount on tolls for passenger cars with ETC installations entering from the S32 Linhai Highway Toll Station and departing from the S32 Jiamin Elevated Road Toll Station will be offered a trial 50% discount on tolls for passengers with ETC between 5:00 and 7:00 p.m. every day (subject to the exit toll booth time) to encourage staggered peak travel of morning peak vehicles. It should be noted that the discount is limited to ETC users during this period, and manually charged vehicles cannot enjoy the discount.

On May 13, the State Administration for Market Regulation (National Standards Commission) approved the release of the national standard "Safety Requirements for Electric Vehicle Replacement". This national standard will be implemented from November 1, 2021.

Effective November 15
On October 18, the Ministry of Emergency Management issued the Notice on Printing and Distributing Electronic License Standards for Special Operations Operation Certificates, which will be implemented from November 15, 2021. The notice makes it clear:
■ Special operations personnel can only take up their posts after obtaining the "Special Operations Operation Certificate of the People's Republic of China".
■ The types of operations currently supported by the special operation certificate include electrical work, welding and thermal cutting operations, high-altitude operations, refrigeration and air-conditioning operations, etc., as well as coal mines, metal and non-metallic mine operations, hazardous chemical industries, oil and gas operations, etc.
