The Regulations on the Safe Construction of the Xinjiang Uygur Autonomous Region (hereinafter referred to as the "Regulations") were adopted by the 28th Session of the Standing Committee of the 13th People's Congress of the Xinjiang Uygur Autonomous Region and came into force on January 1, 2022. The main purpose of the Regulations is to promote the construction of safe Xinjiang, improve the modernization level of social governance, create a social governance pattern of co-construction, co-governance and sharing, and maintain social stability and long-term peace and stability.

For the first time, the responsible entities for safe construction were standardized

The "Regulations" pointed out that the construction of safety and security refers to organizing and mobilizing the whole society to carry out activities to create safety, strengthen and innovate social governance, prevent and resolve social contradictions, rectify social order, prevent and reduce illegal crimes, maintain national security and public safety, enhance social risk management and control capabilities, and ensure social harmony and stability.

Li Xuejun, director of the Social Legislation Department of the Legislative Affairs Committee of the Standing Committee of the Autonomous Regional People's Congress, said that in recent years, The work of building safety in Xinjiang has achieved relatively good results and accumulated many effective experiences.

Li Xuejun said that the "Regulations" give full play to the leading and promoting and guaranteeing role of legislation, and for the first time in the field of local legislation in the autonomous region, standardize the main body responsible for safety construction work, and stipulate that the organization and coordination body for safety construction established by the autonomous region, prefecture (city, prefecture), county (city, district), and township (street) shall organize and carry out safety construction work under the leadership of the party committee at the same level. State organs, armed forces, people's organizations, enterprises and public institutions carry out relevant work as member units of the linkage and coordination work mechanism for safe construction, and clarify the responsibilities of participating institutions for safety construction.

The Regulations stipulate that autonomous regions, prefectures (cities, prefectures), counties (cities, districts), townships (streets) and villages (communities) shall establish comprehensive social security management centers (grid service centers) as a platform for safe construction, integrate resources, personnel and facilities within their jurisdictions according to local conditions, make full use of information technology, innovate social governance methods, and provide support for safe construction.

The "Regulations" clearly stipulate that in the event of eight types of situations, a "one-vote veto" will be implemented for the creation of peace: those who do not implement measures to prevent ethnic separatist forces, violent terrorist forces, and religious extremist forces from being implemented or dealt with in a timely manner or cracked down ineffectively, resulting in violent terrorist incidents that seriously endanger social order in their own units; where leaders do not attach importance to them or that the institutions for building safety are not perfect, causing serious chaos in the public order in their own regions or units; and where unstable factors or internal contradictions are not resolved in a timely manner or handled effectively, resulting in illegal demonstrations and gatherings of people to cause trouble 3. Localities, departments, and units that are subject to a one-vote rejection shall be disqualified from selecting comprehensive honorary titles for the current year, and their principal responsible persons, supervisors, responsible persons in charge, and directly responsible persons shall not be allowed to evaluate the merits and be promoted to their posts and grades, and shall be dealt with in accordance with the relevant provisions of the State and autonomous regions.

Broaden the channels for the masses to participate in social governance

The "Regulations" clearly stipulate that people's governments at all levels and relevant departments and units shall do a good job in mass work, innovate systems and mechanisms for relying on the masses, mobilizing the masses, and serving the masses, broaden the channels for the masses to participate in social governance, and do a solid job in ideological guidance, ethnic unity, care and concern, help and assistance, and publicity on the rule of law of the masses of all ethnic groups, so as to provide a stable social environment for the masses to develop production and live and work in peace and contentment.
