10 cadres in Qiqihar, Heilongjiang, were held accountable for the "large area of black and odorous water bodies"

Harbin, 5 Jul (Xinhua) -- On 5 July, the Qiqihar Municipal CPC Committee of Heilongjiang Province issued the "Circular on Accountability for the Problem of Black and Odorous Water Bodies in the Na Sewage Pits and Ponds in Ang'angXi District." In view of the problems in the Ang'angxi District of Qiqihar City, which has been untreated in a rare large area of black and odorous water for 20 years, the Qiqihar Municipal Party Committee has decided to seriously hold accountable 10 relevant responsible persons in Angangxi District and the Municipal Environmental Protection Bureau.

Recently, some media have exposed the problems of untreated and concealed black and odorous water bodies in the country's rare large-scale and high-concentration black and odorous water bodies for 20 years in the Ang Ang Xi District. According to the investigation of the Qiqihar Municipal Commission for Discipline Inspection, the Angangxi District Committee and District Government and the Municipal Environmental Protection Bureau were ineffective in rectification, lax supervision, and false reports, which caused extremely bad social impact on the local area. The Ang AngXi District Committee and District Government, the Municipal Environmental Protection Bureau and its relevant personnel have an unshirkable responsibility for this.

After the study and decision of the Qiqihar Municipal CPC Committee, Di Weiji, secretary of the Angangxi District CPC Committee, was given the administrative sanction of major superintendence over the government affairs; the deputy secretary of the Angangxi District CPC Committee and the head of the government district, Ren Guangcai, was given the administrative sanction of demotion; Jiang Jinghui, member of the Standing Committee of the Ang'Angxi District CPC Committee and deputy head of the government; Li Dachang, director of the Housing and Construction Bureau of Angangxi District; and Sun Jie, responsible person of the Ang'Angxi District Environmental Protection Bureau, were given administrative sanctions; Wu Lianjun, deputy director of the Municipal Environmental Protection Bureau; Huang Guoming, captain of the Ang'angxi District Environmental Supervision Brigade; jin Fushun, director of the Municipal Management Office of Ang'Angxi District, were given administrative sanctions respectively; Yu Mingji, a section member of the Ang Angxi District Environmental Protection Bureau, was given a government sanction; Wang Qinghua, an employee of the Ang Angxi District Environmental Protection Bureau, was given a government sanction.

The circular pointed out that the problem reflects that some local counties, districts, and departments do not have a clear understanding of the feedback problems of the national environmental protection supervision group, do not pay enough attention to it, and do not rectify and reform effectively; some leading cadres do not have a high political position, do not have a strong concept of the overall situation, do not position their own responsibilities accurately, have insufficient ability to supervise according to law, are not resolute and thorough in implementing higher-level decision-making and deployment, and do not act and take responsibility in their work. Discipline inspection and supervision organs at all levels should conscientiously perform their duties of supervision and discipline accountability, take a "zero tolerance" attitude, strictly and quickly investigate and deal with violations of discipline and laws in the field of environmental protection, and force the implementation of environmental protection responsibilities with strong accountability, so as to provide a strong disciplinary guarantee for comprehensively promoting the construction of ecological civilization.
