Pan Linggao (1867-1954), zi Xijiu, after the success of the Xinhai Revolution, Pan Linggao served as the governor of Gansu Province, and then resigned in 1922 to return to his hometown because he hated official corruption, and then moved to Tianjin and Beiping, where he took pleasure in poetry and writing, becoming a famous calligrapher in the north during the Republic of China. During the Japanese rule, he was arrested and imprisoned for refusing to serve as the governor of the puppet Hebei Province.
In 1948, Pan Linggao wrote to Fu Zuoyi several times to persuade him to negotiate peace with the CCP.
