Xin'an County is located on the southern edge of the North China Land Terrace, the northeast of the Qinling Shield, the north of the Huaiyang Shield, the south of the Shanxi Terrace and the Bohai Depression, the west of the Henan Terrace, and the southern end of the Yuanqu Dome. In the second year of Han Gaozu (205 BC), Sanchuan County was changed to Henan County, and Xin'an County belonged to it. At this historical stage of the Three Kingdoms, the Three Kingdoms of Wei, Shu and Wu were established, and present-day Xin'an County, Henan Province, became the territory of Cao Wei. In the twelfth year of the Northern Wei Dynasty (488), Xin'an County was made a county (郡治, in modern county, the county was abolished), which was subordinate to Luo Prefecture and administered the counties of Dongyuan and Xidongyuan. In the first year of Tang Wude (618), after the establishment of the Tang Dynasty, Xin'an County was restored to Gu Prefecture (谷州, in modern county seat), and Dongyuan County was dissolved. In the first year of Zhenguan (627), during the reign of Emperor Taizong of Tang, Li Shimin, Xin'an was in Henan Province. At the same time, the former Gu Prefecture was moved to Shichi, and Xin'an was moved to the old prefecture city (that is, the present-day county rule), which was changed to Luozhou. In the third year of the Song Dynasty (997), Xin'an was attached to Luoyang County, Henan Province, northwest of Jingbei Road. Finally, in the first year of the reign of Qing Shun (1644), the Qing Dynasty still used Xin'an County as Part of Henan Province, which was subordinate to the Henan Provincial Government. By 1912, Xin'an County belonged to Yuxi Province. In 1928, Xin'an County was directly under the administration of Henan Province. In 1968, Xin'an County was part of Luoyang District. In 1983, Xin'an County was transferred to Luoyang City. Today, Xin'an County belongs to the prefecture-level city of Luoyang in Henan Province. As of 2020, Xin'an County administers 11 towns: Chengguan Town, Shisi Town, Wutou Town, Cijian Town, Tiemen Town, Nanli Village Town, Beiye Town, Cangtou Town, Zhengcun Town, Shijing Town, and Qingyaoshan Town.
