Born in September 1966 in Lixian County, Hunan Province, Liu Hui graduated from the Department of Economics of Chinese University in 1990 with a master's degree, entered the Ministry of Commerce, started his career, and has since worked for a long time in the National Supply and Marketing Cooperative.
