Ministry of Transport: Passengers in 7 categories such as isolation management should be implemented, and the railway can "refuse to board"

According to the website of the Ministry of Transport, recently, the State Railway Administration solicited public opinions on the "Railway Passenger Transport Regulations (Draft for Comments)", according to the draft for comments, for passengers who should implement isolation management and other 7 types of situations, the railway can "refuse to board".

According to the draft for comments, railway transport enterprises may refuse to transport the following passengers:

1. Boarding without a ticket, not getting off the bus at the station to continue boarding, holding a ticket for a low-grade seat to take a high-grade seat, or holding a ticket that does not meet the conditions of preferential or preferential treatment, etc., refusing to pay the fare that should be paid;

2. Do not accept security inspections;

3. The identity information recorded in the ticket is inconsistent with the identity document or real identity document held;

4. Isolation management shall be carried out in accordance with laws, administrative regulations and relevant provisions of the State on the prevention and control of infectious diseases;

5. Serious mental disorders, drunkenness, etc. that are not suitable for traveling alone and unattended;

6. Disrupting the order of stations and trains, endangering the safety of trains or the personal safety of other passengers and staff of railway transport enterprises;

7. Other circumstances stipulated by the State.

If a passenger does not heed the dissuasion of the staff of the railway transport enterprise and insists on carrying or carrying dangerous goods, the railway transport enterprise shall refuse to transport and notify the public security organ.

If a railway transport enterprise discovers any of the following circumstances, it shall collect the fare in excess: those who take the initiative to make up the ticket or get on the train with the consent of the station or passenger train; and the children who should buy a ticket but have not bought a ticket. If a child who should buy a full-price ticket uses a child's discount ticket, the fare difference shall be made up in the face area of the supplementary ticket.

At the same time, if a railway transport enterprise discovers one of the following violations of the regulations, it shall collect the fare and add 50% of the fare that should be paid for the section that has been taken: those who do not take the initiative to make up the ticket when the ticket arrives; those who do not get off the bus at the station to continue to ride; those who hold low-grade seats take high-grade seats; and those who hold preferential and preferential tickets that do not meet the conditions for price reduction. If it is necessary to collect a handling fee, it shall be handled in accordance with the provisions of the state on miscellaneous charges for railway transportation.

Where a railway transport enterprise discovers that it has altered or forged tickets or documents to take a ride, maliciously evades tickets or occupies a seat, it shall promptly notify the public security organs.
