In the face of the difficulties, blockages and pain points in the approval process of these engineering projects, in April 2019, the city set up a high-level reform group to adopt an efficient mechanism of "one lead, one platform, parallel approval, and time-limited completion" to build a management platform for the approval and management of engineering construction projects and promote the reform of the approval system for engineering construction projects.
"The platform covers four subsystems: online office hall, intermediary service hall, approval management system and efficiency supervision system, to meet the needs of the approval process of engineering construction projects."

Our city also took the lead in the province to realize the zero form one-click operation of the construction permit stage, to solve the coordination problem of approval supervision and business supervision; complete the registration of the participation in the inspection matters at the completion and acceptance stage, solve the problem of multi-head communication and pre-examination of enterprise declaration and acceptance; take the lead in introducing discipline inspection and supervision intervention, solve the problem of difficult approval and supervision, and form the "Hefei model" of the reform of the approval system for engineering construction projects.
In addition, the efficiency of the approval of various construction projects in our city has been greatly improved, and the original 141 examination and approval items have been reduced to 60 items, with a reduction rate of nearly two-thirds; the time limit for the approval of engineering construction projects has been reduced from 200 working days to 70 working days, and the time limit for compression has reached 65%; the number of cases has gradually increased, and the number of overdue cases has been continuously reduced. By June 2021, more than 20,000 online declarations have been processed, and the number of cases has ranked first in the province.
