Through the quantitative evaluation of 57 indicators in 6 aspects, such as development scale, land intensification, scientific and technological innovation, environmental protection and safety, open cooperation, and management services, the comprehensive development level of 20 development zones, including Xiamen Torch High-tech Industrial Development Zone, ranks in the forefront of all kinds of development zones in the province; the comprehensive development level of 3 development zones, such as Dongqiao Economic and Technological Development Zone, Xiamen Haicang Taiwan Investment Zone, and Fuzhou Economic and Technological Development Zone, ranks among the top 3 of 10 state-level economic development zones The comprehensive development level of 10 development zones, such as Jinjiang Economic Development Zone, ranks in the forefront of provincial-level development zones; and 10 development zones, such as Xiamen Torch High-tech Industrial Development Zone, ranks first in the actual use of foreign capital.
The evaluation results show that in 2020, the province's development zones will achieve regional GDP accounting for 36.4% of the province's gdp; the added value of the industrial industry will account for 54.1% of the province's total industrial added value, of which 29 development zones with a value of more than 10 billion yuan will be realized.
The vitality of scientific and technological innovation in the development zone has also increased. The number of newly identified state-level high-tech enterprises in the development zone of the province is 840, with a total of 3600, accounting for 55.5% of the number of state-level high-tech enterprises in the province. The number of innovative R&D platforms at or above the provincial level was 940, an increase of 149 over the previous year, an increase of 18.8% year-on-year.
In addition, the total amount of foreign capital actually used in the development zones of the province is 16.67 billion yuan, accounting for 47.9% of the total actual use of foreign capital in the province. The total import and export volume in the whole year was 766.1 billion yuan, accounting for 54.6% of the province's import and export volume.
In accordance with the relevant regulations, the development zones that rank first in the comprehensive development level and the individual development level will be rewarded; the development zones that rank last in the evaluation results will be warned; the last place in the province for two consecutive years of evaluation results will be compulsorily rectified, and those who have not been rectified within the time limit will be withdrawn from the management sequence of the provincial development zones.
