In recent years, Yancheng City, Jiangsu Province, has conscientiously implemented the decision-making and deployment of the Party Central Committee, regarded the work of the three rural areas as the top priority, based on resource endowments and advantages, continued to exert efforts from the most qualified, most basic and most advantageous areas, and made remarkable progress in the stable production and supply of agricultural products, the integrated development of the three industries, and the action of enriching the people and strengthening the village. In 2020, Yancheng City won the first grade of the provincial rural revitalization performance appraisal.
After building a moderately prosperous society in an all-round way, how to promote the work of the three rural areas? Yancheng City put forward new goals and chose to strive to be an exemplary leader in promoting rural revitalization and accelerating agricultural and rural modernization. The author believes that in the future work, we should adhere to the "plastic advantages", "solve problems", "make up for shortcomings" and "strengths and weaknesses".
Plastic advantages. Advantage is the growth pole, advantage is competitiveness. Yancheng's outstanding advantage is the location advantage. In terms of natural location, Yancheng has the longest coastline in the province. From the perspective of economic location, Yancheng is less than 2 hours away from Shanghai. Therefore, it is an inevitable choice to be strong in the sea, and it is the trend of the times to connect with Shanghai. This advantage has an important long-term impact on the development of the whole region and on the development of agriculture and rural areas in the region. Judging from the past development of Yancheng, the location advantage is an important support for its agricultural and rural development, and in the future development, it is necessary to further tap the advantage potential, give play to the strength of the advantage, and continuously move forward in comprehensively promoting the revitalization of the countryside.
Solve puzzles. Under the background of the dual system of urban and rural economy and society, the flow of resource elements such as land, capital and labor is restricted, and the exchange between urban and rural areas is unequal. Yancheng should actively break through the mindset formed by the dualistic system of urban and rural areas, innovate the property rights system, promote property rights transactions, resolve to empower rural resource elements to return rights, expand the openness of rural collective asset property rights, and promote the equal exchange and free flow of factors between urban and rural areas. Introduce a "high gold content" policy to support the integrated development of rural first, second and third industries, and solve the problem of rural development land. Establish and improve a financial mechanism for supporting agriculture that attaches equal importance to incentives and constraints, and improve the credit service system that suits the characteristics of the three rural areas. Effectively promote the flow and interaction of urban and rural personnel, vigorously attract social entrepreneurs, actively encourage returnees to innovate and start businesses, and promote all kinds of talents to devote themselves to rural construction.
Make up for the shortcomings. As the saying goes, if you want to be rich, first build roads. Sound infrastructure is conducive to reducing transaction costs, achieving value capture, activating endogenous power, and is the key to promoting rural development. In the coming period, the focus of improving the agricultural and rural infrastructure conditions in Yancheng City is to upgrade the file and upgrade, and to carry out systematic design based on rural development. In particular, it is necessary to comply with the expectations of farmers and promote the improvement of infrastructure with the improvement of the rural living environment, the improvement of housing for rural residents and the construction of concentrated residential areas for rural residents. Comprehensively promote the treatment of rural domestic garbage, and do a solid job in improving the rural living environment.
Strengths and weaknesses. The key to rural revitalization is industrial revitalization, and the goal of industrial revitalization is industrial prosperity. In recent years, the rural industrial structure of Yancheng Has transformed rapidly, especially in the integrated development of agricultural culture and tourism.
