From the perspective of the whole country, there are places where income exceeds expenditure, there is a balance of revenue and expenditure, and there are places where income and expenditure cannot be offset, and after the national overall planning, how to comprehensively balance is very difficult, and it cannot be simply said that the place where the income exceeds the expenditure will be replenished to the place where the income is not offset, so the design of this program itself has certain difficulties.

In addition, in terms of population mobility, many migrant workers in Sichuan, Guizhou or Hunan, it goes to Guangdong to work, but he can only get it after the age of 60, and the flow of personnel also causes an imbalance in revenue and expenditure, so it is not difficult to carry out a national overall plan.

At present, the design of this program has been promoted, but the difficulty is not small, depending on some government departments and academic institutions to seize the time to complete this task.
