In the "14th Five-Year Plan for the National Economic and Social Development of Guangyuan City and the Outline of Long-term Goals for the Year 2035", the sixth part, "Promoting New Urbanization and Rural Revitalization, and Promoting the Integration of Urban and Rural Development", proposes to promote the construction of county sub-centers in key towns with better location conditions such as Bailong, Jiange County, Sichuan Province, to expand new space for county development, create a new engine for development, and enhance new momentum for development.
"The construction and development of the bailong county sub-center is an urgent need to make the county economy bigger and stronger, an inevitable requirement for continuously gathering population and increasing popularity, and a major measure to improve the quality of Bailong's development." The relevant person in charge of Jiange County said that building Bailong into a county sub-center is an important strategic goal of economic and social development in the "14th Five-Year Plan" period of Jiange, and a new topic and new mission facing the whole county.
So, can the existing conditions and resources of Bailong support the status of the sub-center, why choose Bailong to build a county sub-center, and what are the advantages of Bailong as a county sub-center?
Economic indicators have increased significantly
On October 26, the author stood on the high ground of the core area of Jiannan Grain and Oil Park in Bailong Town, Jiange County, and saw that a large area of basic farmland after the rice harvest had been planted with rapeseed, and the spring and warm blossoms were a beautiful scene of flowers and tourists.
In the drying and storage center of the Jianfeng complex in the Jiannan Grain and Oil Park, a large equipment that can dry 40 tons of rice a day is running at a low decibel, and hundreds of tons of rice next to it are quietly waiting to enter the furnace.
Zhang Peiwei, mayor of Bailong Town, introduced that Bailong Town is composed of the merger of the former Bailong Town, Hefeng Township, Raling Township, Guangping Township and Beiya Township as a whole, with an existing permanent population of 81,000 people, and the total registered population ranks in the forefront of the city's non-county resident townships, with an urban area of 6 square kilometers and a planned town area of 8.25 square kilometers, which is the second batch of "Baizhen Construction Action" towns and the second batch of national key towns in Sichuan Province.
In August 2021, Bailong was selected as a candidate for "Top 100 Provincial Central Towns" in Sichuan Province. The White Dragon Flower Lantern and the White Dragon Paper Doll are the intangible cultural heritage of Sichuan Province and have been named "the hometown of Sichuan Flower Lanterns".
The author found in the field interview that although it takes an hour and a half to drive from the Jiange County Government Station to Bailong Town, Bailong is the political and economic sub-center of the county. There are 5 enterprises above designated size in the township, 1 entrepreneurship park in the hometown, 1 leading enterprise in beef cattle breeding and 312 small and micro entrepreneurs. Bailong Middle School is a demonstration high school in the county, and Bailong Primary School is the largest primary school in Jiannan area. Provincial Highway 208 (Jiannan Road), Line 302 (Yuma Road), and the Mianwan Expressway under construction pass through the town.
"After the completion of the Mianwan Expressway, we will only have half an hour to mianyang." Li Ruoshui, director of the Bailong Town Cultural Station, introduced happily.
In 2020, the GDP of Bailong Town reached 2.4 billion yuan, a net increase of 697 million yuan over 2015, an average annual growth rate of 17.6%. The investment in fixed assets in the whole society reached 168.3 million yuan, an average annual growth rate of 10.1%. The disposable income of urban residents reached 38,350 yuan, an average annual growth rate of 8%. The per capita net income of farmers reached 16,143 yuan, an average annual increase of 13%. The total economic volume continues to grow, and the total industrial output value reaches 320 million yuan, a net increase of 120 million yuan over 2016, an average annual growth rate of 20%. Compared with the "13th Five-Year Plan" period, all economic indicators have achieved substantial growth, and the reputation of small granaries in northern Sichuan and the hometown of fish and rice is well known.
After the establishment of the new party committee of Bailong Town, in combination with the actual situation, the development layout of the rural revitalization pilot zone and the demonstration area for the integrated development of industry and city tourism was formulated, and in accordance with the "three districts" (the southern grain and oil processing and trade logistics park, the central livable and suitable area, and the northern modern grain and oil park), the construction ideas were innovative and hard-working, overcoming difficulties and striving to be the first, and the Beiya Grain and Oil Modern Agricultural Park was identified as a provincial three-star park, and was selected as the second batch of pilot towns in Sichuan Province for improving the quality and efficiency of township public cultural services.

At night, the author saw that the "night economy" of catering such as spicy skewers, hot pot restaurants, and milk tea shops in Bailong Town, with a permanent population of nearly 30,000 people, flourished and was very popular. "After the two reforms, the adsorption capacity of New Bailong Town has increased rapidly, and the population of the market town is gradually growing." Zhang Peiwei said.
The future of the happiness "sub-center" has come
In Zhang Peiwei's heart, after the completion of the Bailong County Sub-Center, the urban area will be expanded by more than 1/3, the population will increase by 10,000-20,000 people, new high-quality schools, "top three hospitals", shopping centers in the business circle, four-star hotels, vigorously attract investment to build a number of commercial housing, provide high-quality education, medical care, living and other resources for the townships in the central and southern regions, and attract surrounding townships to settle in Bailong.

Zhang Peiwei said that the next step will be to deeply implement innovation-driven high-quality development, create the Jiannan Grain and Oil Modern Agricultural Park from a provincial three-star agricultural park to a provincial four-star agricultural park, and make full use of folk traditional cultural brands such as white dragon flower lanterns and white dragon paper dolls to do fine agricultural and tourism integration. Focusing on rapeseed, rice fishing, lotus fishing and other industries, the Jiannan Baili Grain and Oil Green Industry Tourism Corridor was formed, and tourist nodes such as Zhaimen Lotus, Yuanbao Maple Love, Daoxiang Earth, Lotus Pond Fishing were created, and the first 100-mile rapeseed flower and sea flower viewing season in Jiange County was routinely held.
