History
The territory of the county was inhabited 5,000 years ago, and it belonged to the Laizi State land in the Spring and Autumn Period, and in the Warring States period and in Qi, Qin belonged to the Qi County Huang County, the Han belonged to the East Lai County Huang County, Muping Second County, and the Jin belonged to the East Lai State Huang County. At the beginning of the Republic of China, Penglai County was directly under Shandong Province. In 1914, the province was established as a province, and Penglai County belonged to Jiaodong Province, Shandong Province; in 1925, it was changed to Dongkaido. In 1928, the road was withdrawn, and Penglai County was restored to the province. In 1934, it belonged to Ludong District, Shandong Province. In 1937, it belonged to the seventh administrative region of Shandong Province.
In 1938, the anti-Japanese democratic government of Penglai County belonged to the Beihai Special District. In May 1950, it belonged to Laiyang Special District. In October 1958, it belonged to Yantai Special District. In February 1967, it belonged to Yantai District. In November 1983, it belonged to Yantai City.
On November 30, 1991, with the approval of the State Council, Penglai County was abolished and Penglai City (county-level) was established, with the administrative area of the former Penglai County as the administrative area of Penglai City, which was directly administered by Shandong Province. On December 27, the Shandong Provincial People's Government determined that Penglai City would be managed by Yantai City.

In March 1938, the anti-Japanese democratic government of Penglai County was established, which initially followed the division of the Republic of China government, and the county was divided into 9 districts. In March 1939, the first and second branches were established, one of which had jurisdiction over the second, third, seventh, eighth and ninth districts, the second department had jurisdiction over the first, fourth, fifth and sixth districts, and the central area around Aigu Mountain was set up; in autumn, the ninth division was divided into nine and twelve districts. In March 1941, Penglai County was divided into two counties, Pengdong (Pengdong Bureau) and Penglai (Pengxi), with 261 administrative villages in 6 districts and 386 administrative villages in 7 districts under the jurisdiction of Penglai County.
In May 1942, Pengdong County was merged into Penglai County, and the county was divided into 13 districts. In March 1943, two new offices were added (abolished in April of the following year), with the second, third, fourth and thirteenth districts under the jurisdiction of the north office of Peng, and the first, fifth and sixth districts of the northwest of Peng. In the spring of 1944, the 13 districts of the county were named after martyrs and place names: Huancheng District (District 1), Liujiagou District (District 2), Jinguo District (District 3), Yushan District (District 4), Beigou District (District 5), Weiyang District (District 6), Gushan District (District 7), Xindian District (District 8), Jushan District (District 9), Gusi District (District 10), Magnet District (District 11), Fengshan District (District 12), Xiaofeng District (District 13). On September 30, 1947, after the Kuomintang army occupied the county seat, the county was divided into 24 townships, but it was not implemented.
