In order to further promote the "double reduction" work and guide off-campus training institutions to accurately distinguish between discipline and non-disciplinary training services, Inner Mongolia recently issued the "Guidelines for the Identification of Disciplines and Non-disciplinary Projects of Off-campus Training Institutions (Trial)", which also provides a decision-making basis for the approval bodies and classification management of relevant functional departments, and prevents evasion of supervision such as actually carrying out discipline-based training services under the guise of non-disciplinary training projects.
According to the requirements, the appraisal work will be carried out in accordance with the procedures of the institution's independent application, the organization of expert appraisal, the confirmation of appraisal results, and the filing of appraisal reports. After the expert group issues an appraisal report based on the appraisal results, it is used as a reference for the approval department to make administrative decisions. The appraisal report shall be reported by the education administrative department of Qi County (city, district) to the education administrative department of the league city for the record, so as to facilitate unified management.
In order to ensure the scientific and orderly progress of the appraisal work, Inner Mongolia will set up an appraisal expert committee, which will be organized and established by the administrative departments of education at all levels in the autonomous region, league cities and flag counties (cities, districts), including subject experts, industry experts and legal experts. A regular reporting system will be established, and the training institution shall submit a summary of the work of the half year and the whole year to the competent department of the territory before the end of June and the end of December each year, and the examination and approval department will work with the relevant departments to make a comprehensive evaluation of the training institution in combination with the daily supervision situation, and establish a management ledger by classification. At the same time, training institutions should also implement industry self-discipline behavior, and it is strictly forbidden to have inconsistencies between external publicity and actual training service categories.
