Emergency Management Departments (Bureaus) of all provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps, coal mine safety supervision departments, and provincial-level bureaus of the State Mine Safety Supervision Bureau:

In order to meet the needs of work, in accordance with the relevant provisions of the Regulations on Work Safety Permits, the following notice is hereby issued on the matters related to the unified use of the new version of the work safety license model for coal mine safety production licenses:

First, enable the reissue on time. From January 1, 2022, the coal mine safety production license will uniformly use the new version of the safety production license. Those who applied for it before can continue to use the old version of the safety production license, or they can apply for a new version of the safety production license. For areas that do not have the conditions to connect with the electronic license system, a safety production license that does not load a two-dimensional code may be issued first, and when the conditions are mature, a safety production license loaded with a two-dimensional code may be reissued. The specifications of the new version of the safety production license and the printing standards, printing standards, two-dimensional code instructions, and instructions for filling in the main elements are uniformly implemented in the relevant provisions of the Notice of the Ministry of Emergency Management on The Launch of the New Version of the Safety Production License (Emergency [2020] No. 6).

2. Collection of printed materials. The new version of the safety production license watermark paper sample, license sample, printing standards, printing standards and other materials have been issued by the Ministry of Emergency Management free of charge to the provincial emergency management departments (bureaus). The coal mine safety supervision departments of Jiangsu Province, Anhui Province, Shandong Province, Guizhou Province, Yunnan Province, Hubei Province, Henan Province, Inner Mongolia Autonomous Region, Xinjiang Uygur Autonomous Region and Xinjiang Production and Construction Corps are invited to designate personnel to the Department of Policies, Regulations and Scientific and Technological Equipment of the State Mine Safety Supervision Bureau to collect (or choose to mail) the materials.

Third, strengthen printing management. Each provincial-level coal mine safety supervision department shall be uniformly responsible for organizing the printing of coal mine safety production permits in its jurisdiction。 It is necessary to determine the printing enterprises in accordance with the relevant regulations and the clear qualification requirements in the printing standards of the new version of the safety production license, strengthen the supervision and management of the quality and quantity of printing, and ensure the quality and safety of printing.
