On October 28, according to the news of The Industry and Information Technology Micro-report, the General Office of the Ministry of Industry and Information Technology recently issued the "Notice on Launching the Pilot Work of the Application of the New Energy Vehicle Power Exchange Mode", and decided to start the pilot work of the application of the new energy vehicle power exchange mode.
There are 11 cities included in the scope of the pilot, including 8 cities with comprehensive application (Beijing, Nanjing, Wuhan, Sanya, Chongqing, Changchun, Hefei, Jinan), and 3 cities with heavy truck characteristics (Yibin, Tangshan, Baotou).
Build a complementary ecology of charging and replacing electricity with market leadership
The "Notice" pointed out that the basic principles of the pilot work of the application of the power exchange model are market-oriented, innovation-driven, key breakthroughs, and coordinated linkage. The pilot objectives include strengthening the research and development of key technologies, accelerating the construction of power exchange infrastructure, promoting the application of vehicles in the replacement mode, and forming a benign development ecology of charging and replacing electricity.
The pilot content is mainly divided into seven aspects: strengthening technology research and development, carrying out demonstration applications, improving infrastructure, strengthening monitoring and management, improving the standard system, optimizing the industrial ecology, and strengthening policy support.
In terms of technology research and development, it mainly includes strengthening the technical research and development of power exchange mode vehicles, power batteries, and power exchange equipment; in carrying out demonstration applications, it mainly includes formulating reasonable and feasible promotion goals, encouraging public domains to take the lead in piloting and encouraging commercial operations in the private sector; in terms of improving infrastructure, we should first reduce the basic principles of moderate advancement, reasonable layout, intelligent efficiency, and intensive utilization, and at the same time complete key tasks such as formulating construction plans, ensuring construction land, simplifying power reporting and installation, and increasing coordination.
In addition, the "Notice" pointed out that it is necessary to strengthen monitoring and management, rely on enterprises and local supervision platforms, strengthen dynamic monitoring of power-changing vehicles, power batteries, etc., and improve the level of safe operation. Improve the standard system, formulate and revise standards such as power exchange safety, power exchange interface, standardized battery box, modular battery, etc., and encourage relevant group standards to be tried first. Optimize the industrial ecology, encourage the establishment of battery asset management companies to improve the utilization efficiency of the whole life cycle of power batteries, strengthen the interaction between new energy vehicles and power grid energy, encourage new energy appliances for new energy vehicles, and improve the economy of comprehensive energy applications。 At the same time, strengthen policy support, encourage local governments to introduce support policies for the application of power exchange vehicles, and study and launch financial and insurance products suitable for the development of power exchange models.
Pilots were launched in 11 cities
According to the Notice, the categories of cities to be declared this time include comprehensive application cities covering multiple fields such as passenger cars and commercial vehicles, as well as cities with heavy truck characteristics focusing on the field of heavy commercial vehicles. Among them, the shortlisted cities for comprehensive application include Beijing, Chongqing, Changchun, Jinan, Nanjing, Hefei, Wuhan and Sanya, and the cities with heavy-duty truck features include Baotou, Tangshan and Yibin.
The "Notice" pointed out that the pilot cities have the characteristics of good industrial foundation, large promotion scale, large policy support, rich application scenarios, large potential for energy conservation and emission reduction, and rich experience in power exchange.
The overall promotion goal of this pilot is to promote 100,000+ electric vehicles and 1,000+ power station replacements, including breaking through the key technologies of replacement point products, opening up the infrastructure approval process, establishing a power exchange vehicle supervision platform, improving the power exchange technology standard system, forming an industrial ecology of the power exchange model, and building a power exchange policy support system. In terms of energy conservation and emission reduction, we strive to save 700,000 tons of fuel oil / year and carbon emission reduction of 2 million tons / year.
Swap mode is good for eliminating range anxiety
The "Notice" mentioned that charging and replacing electricity are complementary methods for electric vehicles, each with its applicable field and consumer group. The power exchange mode has certain advantages in reducing the cost of car purchase, eliminating mileage anxiety, and improving safety levels. In recent years, the development of the power exchange model has made positive progress, with nearly 200 power exchange models, a cumulative promotion of more than 150,000 vehicles, and nearly 900 power stations, but still facing technical standards, tax policies, power station construction management norms and other issues.
In order to implement the "New Energy Vehicle Industry Development Plan (2021-2035)", further promote the application of the new energy vehicle power exchange mode, promote the deep integration of new energy vehicles and energy, and form a replicable promotion and development experience, the Ministry of Industry and Information Technology, together with relevant departments, has carried out the pilot work of the application of the new energy vehicle power exchange mode.
The "Notice" clearly puts forward the pilot work, one is to strengthen the overall planning of work, establish a coordination work mechanism, and effectively strengthen the organization and implementation of the pilot work of the application of the power exchange model; the second is to establish and improve the safety management system, strengthen safety supervision, and effectively ensure the safety of the operation of power stations and power exchange vehicles; the third is to strengthen the implementation of policies, model exploration, innovation support, and accelerate the formation of replicable and generalizable experience.
