Zhang Siwei, born in October 1937, is a native of Tongjiangkou, Changtu County, Liaoning Province. From 1946 to 1951, he studied at Tongjiangkou Complete Primary School, was sent to Changtu Middle School after graduating from high school in 1951, joined the New Democratic Youth League in 1953, was admitted to Kaiyuan High School in 1954, was admitted to the Department of Planning and Statistics of Dongbei Institute of Finance and Economics in 1957, and graduated from Liaoning Institute of Finance and Economics in 1961.

In August 1961, Zhang Siwei was assigned to the Department of Commerce of Liaoning Province to engage in planning management business. In the early days of the Cultural Revolution, he attacked Lin Biao for writing to Liaoning Daily. He was examined by many parties, and because of his good performance in peacetime, he was not categorically designated as an active counter-revolutionary, and was only taken internal control and observation measures, went to the "May Seventh" cadre school to work, and went to the countryside to join the team, until Lin Biao was relieved after his downfall.

In 1978, he was transferred back to the Finance and Trade Office of the People's Government of Liaoning Province, and joined the Communist Party of China in the same year. In 1981, he was sent down to train and train, and served as the executive deputy county magistrate of Faku County and the deputy secretary of the party group of the county government. In June 1983, he was transferred to the Deputy Director of the Department of Commerce of Liaoning Province and a member of the Party Group of the Department. Since July 1991, he has been the director of the Department of Commerce of Liaoning Province and the secretary of the party leading group. In 1992, he was elected as a representative of the provincial party congress and in 1993, he was elected as a representative of the provincial people's congress. In 1994, the institutional reform abolished the Provincial Department of Commerce and the Provincial Materials Bureau, and the Provincial Trade Department was established. Since May of the same year, Zhang Siwei has served as the director of the Liaoning Provincial Department of Trade and the secretary of the party leading group. He retired in October 1997.

After being transferred back to the Provincial Finance and Trade Office in 1978, Zhang Siwei rejuvenated his youth in work, won the trust of the party organization with outstanding results, and was selected as a reserve cadre.

From 1981 to 1983, during his tenure in Faku County, zhang Siwei, in addition to assisting the county magistrate in coordinating the work of various departments, went deep into reality, investigated and studied, dared to innovate, strove to open up, and used economic levers such as finance, finance, and taxation to support and promote the development of the county and township economies; Organize participation in the rehabilitation of unjust, false and wrongly decided cases; Striving for financial resources from the relevant departments at higher levels, transforming the water source of Faku and updating the water pipes in the county town; Construction and maintenance of new cultural and educational facilities; He personally led the working group to carry out a pilot reform of the cadre system in townships and towns. In June 1983, zhang Siwei was appointed deputy director of the Department of Commerce of Liaoning Province, in charge of food, drinking, commercial industry and other business work. In order to adapt to the new situation of reform and opening up, Liaoning Province opened up the meat and vegetable market earlier in the country, which contributed to changing the tense situation of the consumer goods market in Liaoning. Since 1991, when he became the director of the Provincial Department of Commerce (later merged into the Department of Trade), Zhang Siwei has adapted to the requirements of establishing a socialist market economic system, organized and promoted a series of reforms of commercial and material enterprises, and further reformed and adjusted the organizational structure and operating mechanism of the commercial and material systems under the traditional planned economic system. In particular, for wholesale enterprises with many difficulties, the idea of restructuring structure, transformation mechanism, and innovative development has been put forward, which has been valued and affirmed by the leaders of the Ministry of Domestic Trade and the provincial government. The six reform models implemented by Liaoning have been promoted in some provinces and municipalities across the country. As the Liaoning Provincial Department of Trade has actively promoted the reform of the circulation industry, supported the development of non-state-owned circulation enterprises, and adjusted the ownership structure of the circulation industry, the province's circulation industry has undergone a new look, and multi-functional large-scale commercial enterprises have developed rapidly and ranked among the best in the country. Zhang Siwei organized the study of the excavation and development of "Liao cuisine", so that "Liao cuisine" entered the national famous dish series, and the Liao cuisine research association has become a member of the World Culinary Association. In several national cooking competitions, the Liaoning team has achieved excellent results. At the 1993 Shanghai World Culinary Competition, the Liaoning team won the team championship and won honors for the country and Liaoning.
