According to the Fuzhou News Network on October 30, the reporter learned from the provincial government press conference held on the 29th that in order to implement the new development concept, adhere to the essence of the "3820" strategic project ideology, build an internationally influential southeast China regional science and technology innovation center and China southeast intelligent manufacturing center, lead the development of the Fuzhou metropolitan area, according to the work deployment of the provincial party committee and the provincial government, the Fuzhou municipal party committee and the municipal government plan to build a southeast (Fujian) science city in China.

The total planning area of Southeast China (Fujian) Science City is 104 square kilometers, covering the university town, high-tech zone, Shangjie town, the spatial layout is "one corridor, three cores, five districts", mainly in the university town, Haixi Park, Qishan Lake, Gaoqi Lake and other places to lay out a number of high-level scientific devices, incubators, accelerators, pilot bases, the construction of a number of high-level scientific research institutes, enhance the basic research and applied research capabilities of colleges and universities, enterprises, accelerate the transformation of scientific research achievements, and cultivate a number of high-end scientific and technological industry clusters.

In the introduction of high-level scientific devices, strive to join the national large scientific device network nodes, plan to prepare for the construction of high-level scientific devices in key areas such as optoelectronics, new materials, biomedicine, information intelligence, etc., lay out and build a number of cutting-edge scientific and technological interdisciplinary research platforms and scientific centers, and build major scientific and technological infrastructure clusters.

In the construction of high-level scientific research institutes, the Introduction of the Chinese Academy of Sciences and well-known domestic universities to jointly build high-level scientific research institutes; guide social capital and fujian college of the University of Chinese Academy of Sciences to build a "high-tech" new type of research-oriented university; and promote the "double first-class" construction of 8 universities such as Fuzhou University and Minjiang University.

In terms of gathering high-level innovative talents, we flexibly introduce academicians, industry leaders and teams, absorb outstanding talents from Taiwan, and retain college graduates. Allow scientific researchers to innovate part-time and leave their posts to start a business, implement an annual salary system and an agreed salary system; broaden the scope of funding for young talents and postdoctoral programs, and explore the decentralization of title evaluation authority to Science City.

In the establishment of a high-efficiency transformation system, improve the capitalization industrialization system of scientific and technological achievements, carry out the pilot project of mixed ownership of job scientific and technological achievements; establish the Technology Transfer Center of Southeast China (Fujian) Science City, the Technology Commissioned Research and Development Platform, the Achievement Incubation Center, the Pilot Transformation Base, and the Achievement Transformation Fund to support "high-tech loans" and "science and technology loans" to serve scientific research and enterprise innovation.

In terms of cultivating strategic emerging industrial clusters, we will compile 8 strategic emerging industrial clusters construction plans such as optoelectronics, hydrogen energy, biomedicine, intelligent manufacturing, new functional materials, and information technology services, vigorously cultivate high-tech enterprises, and strive to reach 1,000 high-tech enterprises in Science City by 2025.

In terms of giving full play to the leadership of science and technology innovation in Science City, we will learn from the experience of scientific and technological innovation in advanced areas in China, the economy of "Silicon Alley", and the integration of industry and city, and build the Fuzhou Science and Technology Innovation Corridor. Give full play to the original industrial base of the old city, excavate the idle space and inefficient land in the urban area, make full use of the resources of universities and scientific research institutions, create a science and technology innovation corridor area with obvious industrial characteristics, perfect innovation and entrepreneurship services, and convenient life, build a first-class scientific and technological innovation gathering place in China, and realize the linkage development of the science city and the old city.
