First, what are the specific measures for the urban landscaping work in our city?

Tian Miao, deputy secretary of the party committee and director of the Kuitun Housing and Urban-Rural Development Bureau: Since the beginning of this year, the city has vigorously promoted the improvement of urban garden landscape. The first is to implement the infrastructure construction and service improvement project of the Jinxiuyuan Scenic Area, complete the landscape upgrading and transformation project and infrastructure project in the Jinxiuyuan Scenic Area, build a wooden boardwalk of 1365 square meters, lay 1499 meters of healthy trails and other road supporting projects, with an investment of 3.41 million yuan. An intelligent audio interpretation system, a guide map, and signage have been added to provide tourists with map positioning and route recommendation, and further improve the service facilities of scenic spots. At present, 100% of the housing has been entered into the CCB public rental housing system, involving a total of 79 existing public rental housing buildings in the city, including 8 public rental housing communities such as Hulanbulak Community, Donghuiyuan Community, and Dongtingyuan Community, which is ready for the online operation of the public rental housing management system. The next step is to use the online system of public rental housing to improve the efficiency of public rental housing business, gradually realize the "maximum one run" of check-in public rental housing, maximize the convenience of the masses, and create a platform for public welfare convenience service guarantee. The third is to strengthen the management of the allocation of public rental housing. The city has achieved full coverage of rent in kind, and basically guaranteed the full coverage of families with housing difficulties. The work of applying for examination and approval of public rental housing has reached the normalized working mechanism of reporting, examination, approval and points, and has also realized the dailyization of the distribution, check-out, and change of hierarchical guarantee of affordable housing. Since the beginning of this year, a total of 178 public rental housing units have been allocated in Kuitun City, and 82 households have been adjusted to guarantee the way.

For low-income families, everyone is encouraged to apply for public rental housing. Third, the supervision of the real estate industry in our city and what measures are taken to standardize and strengthen supervision? How is the implementation?

In order to further purify the real estate market environment, protect the legitimate rights and interests of consumers, and promote the healthy development of the real estate market, our bureau regularly carries out special rectification work for real estate and intermediary service agencies, and constantly regulates the behavior of real estate development enterprises. Since the beginning of this year, our bureau has carried out special rectification work for real estate development and sales and intermediary behavior in Kuitun City, investigated and dealt with illegal acts of enterprises through real estate market inspection, standardized market order, improved industry service levels, enhanced the construction of a credit system in which market entities operate according to law and are honest and trustworthy, and further promote the healthy and orderly development of the state real estate market. A total of 28 real estate enterprises and 51 intermediary agencies were inspected for the special rectification, and 17 rectification notices were issued.

In order to enable owners to use the special residential maintenance funds conveniently, efficiently and to the greatest extent, effectively solve the focus and difficult problems in the process of using the maintenance funds, and facilitate the public to apply for use. Our office mainly carried out the following work:

First, at the beginning of the year, in accordance with the Civil Code of the People's Republic of China, the application process was optimized, the signing time was shortened, the maintenance progress was accelerated, the practicality and operability of the funds were improved, and the publicity of the maintenance funds was further facilitated; the second was to increase the publicity of maintenance funds, and improve the awareness rate and audience rate by distributing publicity materials and community coordination committees to publicize the relevant policies of maintenance funds. The third is to find ways to find countermeasures and increase the intensity of replenishment and continuation. In view of the problem of difficulty in the use of maintenance funds, actively cooperate closely with the street, community, and visiting Huiju task force, think of ways, find countermeasures, form a joint force, and do a good job in the publicity and explanation of the owners, through continuous efforts, the continued fundraising efforts continue to increase, the efficiency of the use of maintenance funds is gradually improved, and the legitimate rights and interests of the owners of maintenance funds are guaranteed; fourth, when the house is in crisis, the emergency maintenance procedure is started for maintenance, so that the public facilities and equipment are repaired in a timely manner, eliminating potential safety hazards. The fifth is to explain the policies of each community consultation and application for maintenance funds to repair roofs, elevators, sewer pipes, fire fighting facilities and equipment, actively participate in the on-site investigation and resident coordination meeting organized by the community, cooperate with the streets and communities to do a good job in the inquiry, coordination and policy publicity in the use of maintenance funds, and strive to promote the maintenance project to be repaired in a timely manner. Since the beginning of this year, a total of 12 residents' coordination meetings of community organizations have been participated.

Application for the use of maintenance funds: In 2021, 115 buildings (households) have been repaired, involving more than 4,000 households, of which the roof accounts for 93%, drainage is 4%, tap water is 1%, heating pipelines are 1%, and other projects are 1%. Up to now, a total of 25.87 million yuan of maintenance funds have been collected, of which 2.127 million yuan of maintenance funds have been collected by the recovery development enterprises, all of which have been paid to the special account for maintenance funds, and 2.888 million yuan has been spent.

The conditions for the use of residential special maintenance funds are maintenance, renewal and transformation of common parts of the residence and shared facilities and equipment after the expiration of the warranty period. Such as roof waterproofing, building exterior wall painting, unit door intercom system, the owner's own part of the water pipe, heating pipe damage repair, elevator, fire fighting facilities, etc.

Maintenance items include: general project maintenance and emergency project maintenance. Involving general projects, the owner submits a written maintenance application to the maintenance fund office of our bureau, and at the same time, the community neighborhood committee, the industry committee, and the material service enterprise convene the owner to solicit opinions, and in accordance with the relevant provisions of the Civil Code, the exclusive part of the area within the scope of the special residential maintenance fund must account for more than two-thirds, and the number of relevant owners accounting for more than two-thirds of the relevant owners participate in the voting, and the relevant owners who participate in the voting of more than half of the exclusive part area and the number of people participating in the voting must be agreed. That is, more than 2/3 of the relevant owners participating in the voting can "double majority consent". If a building has 30 owners, only 15 owners need to sign and confirm. Then determine the construction enterprise, formulate the maintenance plan, and publicize the plan, budget and final accounts, and apportionment details, and publicize the maintenance without objection; after the maintenance is completed, the special maintenance payment is paid after the industry committee, the owner's representative, and the material service enterprise are accepted. Where emergency projects are involved, in accordance with the "Opinions on Strengthening and Improving the Management of Residential Special Maintenance Funds in the Autonomous Region" and the "Detailed Rules for the Implementation of the Emergency Use of Residential Special Maintenance Funds in Kuitun City", there is no need for two-thirds of the owners to vote and agree, and the owners' committee, the street, and the community neighborhood committee shall submit an application, and organize the material service enterprises or relevant units to immediately repair the common parts of the residence and the common facilities and equipment. This year, 5 emergency maintenance projects were accepted, all of which were repaired in a timely manner, solving the owner's problems such as emergencies and dangers.

After the completion of the construction, the owner's representative, the community neighborhood committee, the property company, the construction unit, and the construction unit jointly supervise and accept the construction process. The owner can also entrust the supervision unit to supervise and accept the construction project. If there is a maintenance quality problem within the warranty period stipulated by the state, the owner can complain to our bureau, and our bureau will urge the construction unit to repair it in time.

In the future work, we will put the solution of the difficult demands of the masses on the work of the most important, through optimizing the work process, policy publicity, strengthening cooperation and communication with the street, community, property company and other measures, so that owners fully understand the role of residential special maintenance funds and the scope of use, and gradually improve the majority of owners of the management of residential special maintenance funds awareness, so that more residents understand, master the relevant policies, so that owners gradually establish a sense of responsibility of "property rights to themselves, maintenance of self-care".
