During the investigation, the research team also went deep into Surabaya County to hold a discussion with the grass-roots front-line law enforcement departments, inspected the office of the Comprehensive Administrative Law Enforcement Office of Jinzhuang Town, consulted the case file ledger, and observed the online case handling and mobile law enforcement demonstration of administrative law enforcement at the Surabaya County Comprehensive Administrative Law Enforcement Bureau.
