After the War of Resistance Against Japanese Aggression entered the stage of stalemate, the Kuomintang troops launched a large-scale sweep of the Anti-Japanese base areas of the Eighth Route Army, mobilized hundreds of thousands of troops to surround the Shaanxi-Gansu-Ningxia Border Region, imposed strict military encirclement and economic blockade, and clamored to "starve the Eighth Route Army and trap the Eighth Route Army." At that time, the border areas were sparsely populated, the land was barren, and there were only 1.4 million people, so it was really difficult to bear the food and clothing of tens of thousands of cadres, soldiers and students.
As Mao Zedong said, "We used to get almost no clothes to wear, no oil to eat, no paper, no vegetables, soldiers without shoes and socks, and staff members not covered in winter... Our difficulties are enormous."
In February 1939, the Party Central Committee promptly issued a call to "do it yourself" and "develop production" to mobilize the vast number of soldiers and civilians to carry out large-scale production campaigns. In the spring of 1941, under the leadership of Wang Zhen, the 359th Brigade was ordered to march into Nanniwan, cut through thorns and thorns, cultivate land, eat and sleep in the wind, overcome many difficulties, and create material wealth. From 1941 to October 1944, the officers of the 359th Brigade cultivated more than 260,000 mu of land in the Nanniwan area, and the agricultural production achieved a bumper harvest. While cultivating land, the 359th Brigade built more than 1,300 cave dwellings, built more than 600 earthen houses, and manufactured more than 10,000 pieces of agricultural tools, taking the lead in realizing Chairman Mao's goal of "doing it yourself and having enough food and clothing" in the border areas and the Eighth Route Army.

In the large-scale production movement, Mao Zedong, Zhou Enlai, Zhu De, Ren Bishi, and other leaders of the CPC Central Committee set an example and took the lead in participating in labor. Comrade Chen Zongyao, as the regimental commander, did not ride a horse, and led the whole regiment to walk hundreds of miles to carry rice, and the commanders and fighters of the whole regiment were touched by his spirit, and everyone was a hundred times more energetic, and none of them deserted. Comrade Zuo Qi, the political commissar of the regiment, lost a hand in the war and could not afford to pick up a hoe when he was in the wilderness, but he cooked for the soldiers in the camp and picked them up the mountain to feed the soldiers, which made the soldiers feel inexplicably moved. This style of commander maintaining close ties with the vast number of soldiers embodies the Spirit of Nanniwan of one heart and one mind and united struggle.
