It is a pleasure to gather with you to discuss the development of the world's digital economy. This afternoon's "2021 World Digital Economy Forum Press Conference" and the "2021 World Digital Economy Forum China Digital Night" were held in the evening, which marked that the World Digital Economy Forum has begun to set sail today. Here, on behalf of the Working Committee on Digital Economy and Technology Foreign Cooperation of the China Association for the Promotion of International Economic and Technical Cooperation and on behalf of the World Digital Economy Forum, I would like to express my warm welcome and sincere thanks to all of you for coming!

Since the financial crisis, the world has entered a new stage of economic alternation between the old and the new: on the one hand, the traditional economy continues to be sluggish, while on the other hand, the digital economy has sprung up, and the countries of the world generally believe that the digital economy is the future of the world economy. As global digitalization enters a new stage of comprehensive penetration, cross-border integration, accelerated innovation and leading development, China's digital economy has made great progress and is becoming a powerful driving force for innovative economic development methods, and continues to accumulate experience for global economic recovery and social development progress.

The world is undergoing major changes unprecedented in a century. At present, the global pandemic of the new crown pneumonia epidemic has accelerated the changes in this major change, protectionism and unilateralism have risen, the world economy is in a downturn, the global industrial chain supply chain is facing dismemberment and fracture due to non-economic factors, the international economic, scientific, technological, cultural, security, political and other patterns are undergoing profound adjustments, and the world has entered a period of turbulent change.

In this great change, the digital economy has become a fresh and beautiful landscape. In 2019, the average nominal growth rate of the global digital economy was 5.4%, which was 3.1 percentage points higher than the nominal growth rate of global GDP in the same period. The scale of added value of the digital economy increased from $30.2 trillion in 2018 to $31.8 trillion in 2019, an increase of $1.6 trillion. Among them, global industrial digitalization accounts for 84.3% of the digital economy, and industrial digitalization has become a key leading force driving the development of the global digital economy.

In particular, the COVID-19 pandemic has made countries around the world more fully aware of the value of the digital economy and promoted the accelerated development of the digital economy. In the post-epidemic era, the digital economy will become a key force affecting the world economy and international relations after the agricultural economy, industrial economy and information economy, and will also be more closely linked to the core interests of all countries in the world.

Today's digital economy has become a new engine for global economic development. The development trend of global economic digitalization is becoming more and more obvious, the scale of the digital economy is constantly expanding, and traditional industries have accelerated the transformation and upgrading to digital, networked and intelligent industries. For the world, digital transformation is no longer a "choice question", but a "compulsory course" related to survival and long-term development.

In such an environment, the further vigorous development of the digital economy is of special significance to China, and the digital economy has risen to a major national strategy and will become a new driving force leading national innovation and social and economic development. Today, although the level of development of the digital economy in high-income countries far exceeds that of middle- and middle-income countries, developing countries can still build their own comparative advantages under such a world competitive landscape. Just like twenty years ago, China achieved curve overtaking in the field of the Internet, achieved an equal footing with developed countries, and then transformed traditional industries through the Internet, which greatly accelerated China's industrialization and built the world's only industrialized country with a whole industrial chain. He has discussed with His Excellency Yu Bosheng, Ambassador of Luxembourg to China, the world digital economy forum to be held in Luxembourg, hoping to make Luxembourg the permanent host of the World Digital Economy Forum in Europe and Luxembourg as an important bridgehead for Chinese digital enterprises to go to Europe. Discussions have been held with the Mexican Embassy in China, hoping to make Mexico the permanent host of the World Digital Economy Forum in North America and drive more Chinese digital enterprises into North America.

4. The International Action Council of the World Digital Economy Forum was established, whose purpose is to attach importance to global digital governance, make full use of and give full play to the experience and wisdom of former heads of state and government, and put forward reasonable suggestions and solutions through regular exchange of views on major and important issues in the field of the world's digital economy, so as to promote international cooperation and action. It is planned to hold the first annual meeting of the International Action Council of the World Digital Economy Forum in Beijing on January 12, 2022, which is a high-level meeting within the framework of the World Digital Economy Forum, with the theme of: Global Digital Governance and the Construction of a Community with a Shared Future for Mankind. Taking full account of the global epidemic situation, the first annual meeting was held in a "combination of online and offline" manner, with foreign former heads of state or government mainly participating in online meetings, and domestic meetings mainly participating in offline meetings.
