The procuratorial organs alleged: Since 2003, defendant Zhao Mouqing has recruited a number of people to carry out illegal and criminal activities on many occasions, established a strong position in Fengkou Town and surrounding areas of Honghu City, and gradually formed a mafia-type organization with it as the leader of the organization.
Since 2011, in order to obtain illegal benefits, the organization and its members have organized underground casinos, suppressed and squeezed competitors to illegally monopolize the fireworks and firecrackers market in Honghu City, carried out criminal acts such as picking quarrels and provoking trouble, forcing transactions, robbing property, harboring, and intentionally injuring people, doing evil for non-evil, bullying and maiming the masses, illegally controlling and monopolizing the fireworks and firecracker industry in Honghu City and the underground gambling industry in Fengkou Town, so that the local people's sense of security is reduced, the credibility of the government is damaged, and the order of economic and social life is seriously undermined.
During the trial, the public prosecutor presented and cross-examined evidence in accordance with the law around the alleged illegal and criminal facts, issued public prosecution opinions on the facts of the case, evidence, conviction and sentencing circumstances, and the disposition of assets involved in the case, and responded with 27 defendants and their defenders around the focus of the dispute, combined with factual evidence and application of law. During the defendant's final presentation, a total of 25 defendants pleaded guilty and accepted punishment.
On August 31, 2020, the Jianli Municipal People's Court pronounced a first-instance judgment on Zhao Mouqing and 27 others suspected of organizing, leading, and participating in mafia-type organizations, opening casinos, forced trading, extortion, picking quarrels and provoking troubles, illegal detention, robbery, harboring, and intentional injury, and the main offender, Zhao Mouqing, was sentenced to 22 years in prison, deprived of political rights for 4 years, and confiscated all personal property. The other 26 defendants were sentenced to fixed-term imprisonment ranging from 1 year and 3 months to 11 years and 4 months, and fined or confiscated all personal property.
