Pingtan: Open the window to see the sea, the scenery here is unique

Pingtan is surrounded by the sea and is rich in granite. Ancestors have used local materials for generations, using strip stone, wool stone, bluestone and other block-like stones as the main materials of the wall, building houses with great regional characteristics, which has become a microcosm of the island's culture and history.

In recent years, in Pingtan, the homestay built on the basis of Shicuo, along with the domestic consumption upgrade and the popularity of the cultural tourism industry, has ushered in an unprecedented opportunity for development by riding the east wind of the international tourism island.

Tourism is on fire, and homestays are taking advantage of the rise

Summer NorthPort, sky blue sea blue. Located on the coast of Pingtan Beigang Village, the September Shicuo family flocks to the tourists. "A beautiful stone house that integrates architectural aesthetics and living aesthetics, one stone and one tile, one hall and one room, intertwined with the collision of modern and traditional." Tourists give such comments to the Shicuo people.

In 2017, Pingtan Tourism Co., Ltd. reached a cooperation with Fujian September Ecotourism Company to explore the "professional hosting" model of homestays in Pingtan, introduce the well-known homestay brand "September Meisuo" team, and fully entrust the operation of the second phase of the Shicuo Renjia Project to carry out professional operation.

This is a joint effort of state-owned enterprises and private enterprises, the owner of the homestay is Pingtan Tourism Co., Ltd., who is fully responsible for the pre-site selection, planning, design, construction, decoration, supporting facilities, etc. of the project, and the "September Meisu" team carries out professional and brand operations in accordance with the four traditional cultural concepts of fishing, tree, farming and reading.

In August 2016, the State Council approved the implementation of the "Pingtan International Tourism Island Construction Plan", and the tourism development of Pingtan has since entered a new era. Adhering to the concept of "original ecology + modernization", the experimental area has carried out a series of first-mover trials in terms of institutional mechanisms, policy measures, business integration, public services, environmental protection, poverty alleviation and enrichment, marketing, etc., to promote the high-quality development of Pingtan global tourism.

Beigang Village, located in the eastern foothills of Pingtan Junshan, took the lead in opening an experiment of stone "activation", actively introduced Taiwan's cultural and creative teams and cultural elements, and created a characteristic theme village integrating cultural creation, homestay experience and leisure tourism.

Not only Beigang, but also the homestay industry has ignited the "new engine" of rural revitalization in Pingtan, transforming the island's "sleeping resources" into a "tourism economy".

In order to avoid a single tourism development model, Pingtan adheres to the development concept of "one village, one product, one village and one special", and promotes the characteristics of the homestay industry by integrating natural, historical and cultural resources, based on the resource endowments of each village.

Clear standards, create a flat pool "fan"

The homestay industry from scratch and from existence to prosperity has also stumbled in the development process of Pingtan. The initial problems are that it is difficult for practitioners to obtain business qualifications, and the responsibilities and rights of regulators are not clear.

In this regard, the experimental area has frequent actions, guiding and standardizing the façade, fire safety, health and safety of the homestay, and clarifying the procedures for the operation of the homestay. In April 2018, the Measures for the Administration of Tourist Homestays (Trial Implementation) were promulgated, which pioneered the filing system for homestay operations in the province.

"I still remember when I first applied for the filing of the homestay last year, it took more than a month before and after, and this year I applied for the filing of the new homestay again, and the certificate was issued after 7 working days of acceptance." Zhang Meng, the person in charge of Dongyu Island Tide Homestay, greatly appreciated the business environment in Pingtan, and after the introduction of the new policy, he only needed to "run once" to handle the certificate, and the precinct process was transferred by the Administrative Examination and Approval Bureau of the Experimental Zone, saving time and effort.

At the beginning of this year, the experimental area promoted the reform of "one industry and one certificate" in the homestay industry, merged multiple licenses in one industry into a business filing code containing relevant administrative licensing information, and reduced the license process involving the homestay industry from 4 stages to 2 stages, and the time limit was compressed from 19 working days to 7 working days.

"With the growth of the Pingtan homestay industry, the original management method restricts the development of the existing homestay in the actual operation process, according to the actual situation, this year we once again reorganized and optimized the original homestay management method." Yang Ping, third-level director of the People's Livelihood Service and Qualification Management Division of the Administrative Examination and Approval Bureau of the Experimental Zone, said.

Implement policies and open up a new blue ocean of investment

In Pingtan, the tourism industry is steadily developing towards the model of "combining government leadership and market demand", and many homestay developers admit that homestays are a new blue ocean worth investing in for a long time.

"Pingtan tourism industry development plan is clear, the market environment is orderly, and the entrepreneurial prospects are broader." Deng Cun, the person in charge, said that Fujian is making every effort to build the brand of "Quanfu Tour, Quanfu", and the "Reading Travel" homestay is also focusing on building the marketing of "Quanfu Tour, Quanfu", and the homestay focuses on the concept of the city, the mountain and the sea, and has covered Xiamen Huandao Road, Yongding Tulou, Nanjing Tulou, Pingtan Island, Meizhou Island and other travel places.

What makes practitioners feel at ease and rooted in the "shop small two" service in the experimental area is derived from the "shop small two" service——

At the beginning of last year, when the epidemic broke out, Pingtan issued eight measures and implementation rules to support tourism-related enterprises to cope with the epidemic and overcome difficulties together, and notified homestays that have been filed and meet the requirements of the award compensation to submit relevant materials to apply for the award. By the end of last year, 223 homestays had been redeemed for awards and subsidies, and 5.32 million yuan had been allocated for awards.

The Tourism and Culture and Sports Bureau of the Experimental Zone formulated the "Pingtan "Lansu Star" Selection Work Plan", which scored the selection of participating homestays from five aspects, such as the external environment, architecture and layout, service facilities, service quality requirements, management and efficiency of rural tourism homestays, and launched the first batch of 10 "Lansu Stars", and the activities also further promoted the mutual learning and exchange between tourist villages and homestay owners, and gave play to the important role of the homestay industry in promoting rural revitalization.
