After trial, it was ascertained that between 2003 and 2014, defendant Qin Guangrong took advantage of his position as a member of the Standing Committee of the Yunnan Provincial CPC Committee, vice governor of the Yunnan Provincial People's Government, deputy secretary of the Provincial Cpc Committee, provincial governor, provincial party secretary, and secretary of the provincial party committee to seek benefits for relevant units and individuals in such areas as project contracting, equity transfer, and job promotion and adjustment. Between 2000 and 2018, Qin Guangrong illegally accepted property from others directly or through his relatives amounting to more than RMB23.89 million. On April 6, 2019, Qin Guangrong voluntarily surrendered to the State Supervision Commission of the Central Commission for Discipline Inspection.
The Chengdu Intermediate People's Court held that defendant Qin Guangrong's conduct constituted the crime of accepting bribes, and the amount was particularly huge and should be punished according to law. Qin Guangrong had the circumstances of voluntary surrender, and all the bribes and materials had been recovered, and he confessed his guilt and repented of his crimes, and was given a mitigated punishment in accordance with law.
Qin Guangrong was the first former provincial and ministerial-level number one to surrender himself issued by the Central Commission for Discipline Inspection and the State Supervision Commission. The State Supervision Commission proposed a lenient punishment to Qin Guangrong, and the procuratorial organs endorsed Qin Guangrong's opinion that qin Guangrong constituted voluntary surrender and could reduce his punishment. The Tribunal accordingly rendered the above-mentioned judgment.
