It is understood that in order to increase the cultivation of the social work industry and create a good development environment, the Civil Affairs Bureau and various departments have issued measures to support development. At present, there are 267 private social work institutions and 8 social work industry organizations in the city, ranking first in the mainland. The Civil Affairs Bureau, together with the Municipal Finance Bureau and the Municipal Local Taxation Bureau, issued the "Implementation Measures for supporting the Development of Social Work Social Organizations in Guangzhou", and vigorously supported the development of private social work institutions by providing professional guidance, implementing "one-time funding" and "awards in lieu of compensation" financial support, and from 2011 to 2014, Guangzhou Municipal Finance has invested a total of 17.3 million yuan to provide one-time funding to 114 social work institutions; 8 social work institutions were given a reward of 715,000 yuan for "replacing compensation with an award".

Accelerate the promotion of social work legislation

It is revealed that Guangzhou will formulate a series of institutional norms for the government to purchase social work services. Further standardize and improve the social work service policy system, providing a strong institutional guarantee for the sustainable development of the government's purchase of social work services.

The first is to speed up the legislative work of social work and realize the legal management of social work in Guangzhou. The second is to strengthen the overall planning of the evaluation of the city's comprehensive family service center, and break the situation that the assessment standards of various districts are not uniform and the quality of assessment is uneven. The third is to unify the bidding standards for the city's family comprehensive service center projects and create a benign competitive environment for private social work institutions.

The relevant person in charge of the Civil Affairs Bureau said that it will improve and standardize the bidding work of the government to purchase social work services, raise the entry threshold for the government to purchase social work service agencies, and establish a mechanism for the evaluation of the level of social work institutions and the elimination of exit. 1. The current social worker is nominal. On the one hand, social work services are services that buyers want, not services that service recipients need. On the other hand, social work education lags behind, few teachers have done social work, and the students who are handed over are so-called social workers. There is no basic ability to work as a social worker.

2. It is time for the government to develop social work, not for social needs. The government is doing this to explore its functional shift, and social workers are a pawn. Objectively driving the development of the social work profession and profession is only a side effect. Therefore, it will be six or seven years later, as if spring has arrived, but now it will fall into this predicament again.

3. The government, social work agencies, and citizens are in an unequal relationship. The government is the boss, the agency is the contractor, the social worker is the migrant worker, and the contractor and the migrant worker together send the boss the service that needs and recognizes to the public.

Capable migrant workers can find the right service targets, and the professionalism of the party is stronger. Workers who do not have the ability are just sending services. Many projects, even the service target is not clear to whom.

4. Society really needs social work services, but it is not the service of spreading out on the face of the present and taking political achievements. The soil for social workers comes from the community and from the people, especially the vulnerable. However, there are too few such projects. Are there any such projects?

5. Fewer and fewer people really want to work as social workers. More and more people are really doing social work business.

In summary, it is normal that the current pathological industry cannot retain people. It's definitely not just a matter of little money, it's not really a normal social work service in nature. Failure to stand in the community stems from demand. Everything is an illusion.
