Yang Xiufeng
Yang Xiufeng, a native of Qian'an, Hebei, was an intellectual who served as the director of the Bureau in Hebei. In March 1938, representatives of more than 20 counties in Southern Ji'nan held a meeting to elect Yang Xiufeng as the director of the Ji'nan Office, and he regarded the construction of a clean and efficient bureau as his goal. At that time, in the wartime, the Eighth Route Army was short of funds, and Yang Xiufeng cracked down on some of these corrupt practices.
Yang Xiufeng led by example, and there was such a small thing at that time. Prior to the establishment of the Agency, staff allowances ranged from $5 to $20. After the establishment of the office, Yang Xiufeng uniformly stipulated that the allowance was all five yuan per person per month. At that time, Yang Xiufeng's wife, Sun Wenshu, was the secretary general of the bureau, and she needed to use a pen, but after inquiring about the price, she knew that a pen would sell for 12 yuan.
At that time, it was proposed to solve this problem with the use of public fees. But Yang Xiufeng did not agree, and in the end the money was deducted from Sun Wenshu's personal allowance.
At that time, materials were in short supply, most people did not have enough to eat, and some "oiling" incidents often occurred. For example, in 1939, a Japanese plane was forced to land in Jinxian County due to a malfunction, and there was an anti-Japanese county magistrate who embezzled some banknotes and valuables from the Japanese aircraft. After Yang Xiufeng knew about it, he severely punished this person.
At that time, there was a food administrator in the Eighth Route Army who embezzled the food allowance that everyone deserved, and afterwards, this administrator was also seriously dealt with. There was a groom who stole the feed. After criticism, he refused to repent, and Yang Xiufeng was very angry about it, saying that every grain is now precious, so that those who do not change their teachings should be severely punished.
In order to prevent problems before they occur, the Ji'nan Bureau also imposed strict penalties on corruption at that time. In June 1939, the Ji'nan Bureau promulgated special regulations on the amount of embezzlement and the punishment of corresponding personnel.
It states that those who embezzle less than 50 yuan are punishable by imprisonment for up to six months or hard labor. Those who embezzle more than 50 yuan and less than 100 yuan are punished by imprisonment for a period of six months to one year. Whoever embezzles more than 100 yuan and less than 200 yuan shall be sentenced to imprisonment of not less than one year but not more than three years. Whoever embezzles more than 200 yuan and less than 300 yuan shall be sentenced to imprisonment of not less than three years but not more than five years. Whoever embezzles more than 300 yuan and less than 500 yuan shall be sentenced to imprisonment of not less than five years but not more than ten years.
In addition, corresponding punishment provisions have been made for the staff members who cheat and cheat, including the death penalty for those who have committed fraud and embezzlement of more than 500 yuan. Even if the amount of fraud is only 10 yuan, it is necessary to impose a 100-fold fine (if there is no money to pay, it is calculated as one yuan a day).
After the founding of New China, Yang Xiufeng served as chairman of the People's Government of Hebei Province and president of the Supreme Court. In 1983, Yang Xiufeng died of illness at the age of 86, a proletarian revolutionary loyal to the revolutionary cause who completed his glorious life.
